1. ME&O of Rate Structure Change D introduced new rate tier structure Coming years will bring new time of use rates CPUC is working with IOUs and CSE on ME&O regarding rates (and what consumers can do) Energy Division proposes cross-cutting study on these activities. 7

8 Changes in ME&O and EE New implementer for Statewide Marketing, Education and Outreach Rolling portfolio cycle and 10 year business plans Non-EE changes: EVs, DERs, rates Commission wants greater integration, a 5 year roadmap, 1 year implementation plans. 8

Proposed Process Study for ME&O The RFP process The transition of Energy Upgrade California from CSE to DDB The 5-year and 1-year planning process The level and quality of integration and leveraging of resources between Energy Upgrade California and the program administrators. The marketing components of the IOU 10-year business plans Compliance of the 5 year and 1 year plans with SB 350 goals. 9
