Anticipation Guide The Title III English Language Development (ELD) Guidebook includes regulations and procedures mandated by only the OSDE. The ELD Guidebook will provide essential information relating to best practice strategies working with ELs. After reviewing the ELD Guidebook, I will have a better understanding how ELD instructional services can be provided for all ELs.
