Governance and Accountability Learning Initiative (GALI)
Governance – Action Learning Initiative on accountability (GALI) is a CARE initiative supported by DfID which identifies and activates mechanisms for ensuring effective accountability in project implementation to the beneficiaries or impact group of the project. GALI is a small-scale intervention integrated in the broader programme, rather than being a stand-alone project that identifies feedback mechanisms aimed at empowering Cocoa Life communities to hold CARE and implementing collaborators accountable. Accountability is about balancing the voices of powerful groups (who can demand accountability from us) and those of less powerful groups (who have little power to influence how decisions are made). GALI is anchored on the fact that, accountability mechanisms are important, but finding practical ways of incorporating what all significant constituents feel and say into transparent measurement and reporting is what really transforms relationships.

Participatory Design of feedback mechanisms (theory of change, milestones, strategies, partners and beneficiaries) Feedback Collection (Feedback Mechanisms and frequency of collection) Learning and Improving (affirm strengths, make improvement and keep feedback flowing) Closing the loop (reporting back to partners and beneficiaries in a simple form) Analysis and reporting (Data segregation and Benchmarks)

Performance Results Relationships
Evidence of Relationships Performance Results Systematic quantifiable perception from beneficiaries and partners on 3 performance dimension of Cocoa Life 1. Service Quality and Relevance 2. Relationship quality 3. Perceived contribution to outcomes Relationships Evidence of Performance Evidence of Results CL uses GALI to collect evidence on project performance, results and relationships. This gives benefiaries and partners voice and sense of ownership and strengthens relationships, performance, immediate outcomes and impact.

How GALI Has Been Improved
Field testing Routine stakeholder discussion and input on content of feedback mechanism and methodology Local scoping and revision (systematic unsolicited feedback through toll-free line) to suit beneficiaries’ preference. Commitment from the leadership of the country office Technical support from CIUK governance team Shared learning with CARE Sierra Leone

Changes/ success of GALI in CL Intervention
Feedback dissemination sessions at district and community levels instituted Stakeholder involvement and collaboration has been strengthened Strengthened the work planning process of Cocoa Life Responsive interventions such as the Women Extension Volunteer (WEV) initiative, SHS cocoa reading club initiative Increased drive by communities in demanding accountability from duty bearers It reinforced issues of concern by providing context-specific data

Challenges Needs extra staff commitment as it requires additional time
Difficulty in getting a toll-free line which can accommodate calls from all telecommunication networks for the collection of unsolicited feedback Extra cost may apply in getting a personnel to receive and document feedback through the toll-free lines

Key lesson learnt The most effective way to promote accountability is to be accountable.
