3 CANADA BASKETBALL/CABO Point of Emphasis – Coach/Official Interaction
INTENT: Officials are being asked to provide a more consistent approach when interaction with a coach is required. All coach/official dialogue must be based on mutual RESPECT. GOAL: To improve the level of observable coach/official interaction which will enhance the quality of the playing environment, not diminish it.

Communication should not occur when the clock is running. The coach must be in the team bench area, unless there are extenuating circumstances (injury). A coach may ask a question that will assist in coaching the team. Rhetorical questions and questions that are statements are not considered questions and should not be answered. Inappropriate communication merits a Technical Foul. It includes: Swearing Making a comment which attacks the integrity of the official, officials or the crew Using consistent negativity or making comments personal (using “you” in statements) Gesturing to influence the crowd or to express displeasure Throwing object or holding the ball to make a point

Every travelling violation is linked to illegal movement of the pivot foot. The 4 main areas of focus for this season are: Dribbler's illegal movement of the pivot foot before the ball leaves the dribbler’s hands; Changing the pivot foot to set up for a shot especially on long range shot attempts; Illegal pivot foot movement by post players such as on “spin moves” or “changing pivot foot after the reverse pivot”; Players who receive the ball on the run-in transition who often fail to release the ball before lifting the pivot foot when starting a dribble. If the pivot foot movement is illegal in these situations, officials are expected to call the travelling violation

Ensure that you see the whole action to determine correct or incorrect footwork. You must have the ability and skill to see when a player catches the ball and the position of his feet on the floor at this precise moment in time – proper mechanics and positioning. Ask yourself, “Did I determine the pivot foot on EVERY play?” If a play looks awkward or unusual, it doesn’t mean it’s a travelling violation – DON’T GUESS! Officials must have consistency in their judgment.

THE FOLLOWING ARE PERMITTED UP TO AND INCLUDING SENIOR HIGH SCHOOL : a compression undershirt with long or short sleeves as long as it is the same solid colour as the dominant colour of the jersey. NOTE: “Compression” garments ARE NEVER LOOSE-FITTING (If it’s loose, it is not compression and must be removed.) compression sleeves of the same solid dominant colour as the jersey compression underwear with short or long legs is allowed as long as it is black or the same solid colour as the dominant colour of the shorts. THESE DIRECTIONS APPLY BEGINNING WITH THE BOYS’ SEASON

8 NEW FIBA MECHANIC #1 Time-Out Positions for 2 & 3-person Crews
Choose the time-out position nearest to where play will resume. Place the ball on the floor where the throw-in will occur .

9 NEW FIBA MECHANIC #1 Time-Out Procedure for 2 & 3-person Crews
At 40-second mark, non- administering official(s) begin moving to huddles. When the 50-second horn/whistle sounds, get teams on the court.

10 NEW FIBA MECHANIC #2 Free Throw Positions for 2 & 3-person Crews
On the 1st of 2 or the 1st and 2nd of 3 free throws, the administering (LEAD) official slots into the lane in the position closest to the endline, below the block. (diag. 1) On the last of 2 or 3 free throws, the administering (LEAD) official stands out of bounds and observes the occupied slots on the far lane (diag. 2) L L T T Diagram 1 Diagram 2

12 BEFORE THE GAME BEGINS WHY?
Identify and make sure the HEAD COACH prints name on and signs scoresheet Make sure the name(s) of ASSISTANT COACH(ES) appear on scoresheet Make sure you mark the end of the list of ELIGIBLE PLAYERS on the scoresheet WHY? The HC is the only person who can address the officials You need to know name(s) of ACs for in-game administrative purposes Once the game has started, players may not be added to the scoresheet

13 BEFORE THE GAME BEGINS Identify the coaching box for the HC and ACs
Identify minor officials: the shot clock operator, the timer and scorer Adjust the LOSSA scoresheet for period fouls and time-outs WHY? You need to make sure that whoever is standing at the bench remains in their coaching area (ONE coach up at the bench only!!) You need to ensure that minor officials understand their roles, especially the shot clock operator (review resets with them) LOSSA scoresheets are based on NFHS Rules – adjust to FIBA for the scorer

14 JUMP BALL The game clock begins when the ball is touched by a player on the court The shot clock begins and the AP arrow is set when a team gains control of a live ball on the court SO . . . if the ball is tapped out of bounds by one of the two jumpers, the AP arrow is NOT SET until a team gains control of a live ball following the subsequent throw-in. if the ball is tapped out of bounds and there is no knowledge of who tapped the ball out-of-bounds, re-administer the jump ball.

15 8-second backcourt rule
The 8-second count starts when a player in the backcourt gains control of a live ball or on a throw-in, the ball is legally touched by any player in the backcourt and their team maintains control of the ball in their backcourt The 8 second period will continue with any time remaining when the same team that previously had control of the ball is awarded a throw-in in the backcourt, as a result of: A ball having gone out-of-bounds. A player of the same team having been injured. A jump ball situation. A double foul. A cancellation of equal penalties against both teams SO LET PLAYERS KNOW HOW MUCH TIME THEY HAVE LEFT TO GET THE BALL OVER THE DIVISION LINE!

16 CANCELLING A MADE BASKET
When an official cancels a scored basket, the following must be communicated: the calling official must signal that the basket is cancelled The administering official must administer the throw-in at foul- line extended in the backcourt here

17 FOUL/VIOLATION/JUMP BALL IN THE “D”
When an official calls a non- shooting personal foul, a team control foul, a violation or a jump ball in the “D” of the Restricted Area . . . FIBA rules require that the ball be administered at the nearest SIDELINE. Call in this area Throw-in here! Or here!

18 FRONT COURT THROW-INS Communication with players and coaches is a key component in our transition to FIBA rules in high school basketball. SO . . . When you administer a FRONT COURT SIDELINE throw-in, please . . . clearly announce that it is a “front court throw-in only!” “FRONT COURT THROW-IN ONLY”

19 BALL RETURNED TO THE BACKCOURT
Direction of Ball BALL IS ALWAYS ADMINISTERED NEAREST TO WHERE TEAM IN CONTROL VIOLATES BY TOUCHING THE BALL IN THEIR BACK COURT

20 ENDLINE FRONT COURT THROW-INS
Lead administers with ball on inside (towards basket) unless the spot is outside the 3 point line Trail mirrors “time-in” signal; Lead blows whistle and can hand or bounce the ball to administer

21 LAST TWO MINUTES OF PLAY 4TH PERIOD/OVERTIME
FIBA Rules require that the game time clock must be stopped when a field goal is scored and it shows 2:00 minutes or less in the fourth period and in each extra period. The new TRAIL official will provide signal that the clock should be stopped until the ball is touched on the court
