1 Bell Ringer 9/25 One accomplishment of the national government under the Articles of Confederation was passage of legislation establishing (1) a central banking system (2) a process for admitting new states to the Union (3) the president’s right to put down rebellions (4) the ability of Congress to tax the states effectively

Convention in Philadelphia to decide the fate of the Republic. George Washington was the President of the Convention James Madison – The Father of the Constitution (wrote down everything that happened at the Convention)

4 They have a major disagreement over how to set up the government.
The New Jersey Plan – small states Three Branches - Executive Legislative Judicial *** Remember: The Articles only had 1 branch 1 House Legislature (Unicameral) Equal Representation

5 The Virginia Plan (big states)
3 Branches (same as N.J.) 2 House Legislature (Bicameral) National House State House Representation based on Population

7 The 3/5ths Compromise Even with the Great Compromise…
A disagreement over how many people lived in the South continued… The final agreement was that 3 of 5 slaves would count towards a states population when the census was counted. *** They CAN NOT VOTE and ARE NOT CITIZENS
