2. THE CONSTITUTIONAL CONVENTION
The Articles of Confederation Didn’t Work!!
So…………………
In February, 1787, the Congress invited each state to send delegates to a convention in Philadelphia.

3. Goal??
The main goal of the Constitutional Convention was to improve the Articles of Confederation!

5. Constitutional convention
Who Came? Benjamin Franklin James Madison George Washington (he was the President of the Convention!)
Who stayed home? John Adams Thomas Jefferson Patrick Henry (why?: he didn’t want a stronger central government!)

6. The issues? Big States vs. Small States Economic Concerns
How strong should the government be?
Slavery!

7. Virginia plan
1) A New Constitution That Would Give Supreme Power to the Central Government
2) Two House Congress (Bicameral) Based on State Population
3) Larger States (Like Virginia) with more people would have MORE REPRESENTATIVES!..
4) Smaller States (like Connecticut) would have FEWER REPRESENTATIVES!

8. New jersey plan One House Congress (Unicameral)
Each State Would Have Equal Number of Votes
New Jersey Plan Gave the Central Government the Power to Tax Citizens
Allowed Government to Regulate Commerce!

9. The great compromise
After Months of Debate, the delegates could NOT agree on how the states should be represented!
SO…… Roger Sherman of Connecticut proposed a plan:
Congress would have TWO HOUSES: The Senate and the House of Representatives
Each state (regardless of size) would have 2 representatives in the Senate = Equal Voice!
The House of Rep. would have representatives based on a state’s population

10. ONE MORE THING! WHAT TO DO ABOUT SLAVERY?
SOUTHERN STATES HAD MORE SLAVES
THEY WANTED THEIR SLAVES COUNTED SO THEY COULD HAVE MORE REPRESENTATIVES
NORTHERN STATES DISAGREED BECAUSE THAT MIGHT GIVE THE SOUTHERN STATES MORE POWER!

11. THREE-FIFTHS COMPROMISE
This solution provided an answer to the problem!
Under this agreement only three-fifths of a state’s slave population would count when determining representation
