Vulnerability of Water Resources to Climate Change: Using Multi-Criteria Analysis in NCAP Projects Bill Dougherty, SEI-Boston 9-13 May 2005 Akosomba, Ghana

2 Overview Multi-criteria analysis – methodological basis
MCA-WEAP – preliminaries MCA-WEAP – operationality on each laptop MCA-WEAP – tutorial for drought-prone area in semi-arid area

3 Multi-criteria analysis – methodological basis

4 Multi-criteria Analysis (MCA)
Any structured approach used to determine overall preferences among among alternative options, where the alternative options can accomplish several objectives

5 MCA – Appropriate Use MCA is particularly applicable to situations where a single criterion would fall short, and allows decisionmakers to address a range of relevant factors

6 All Sectors, all regions, all livelihoods, all ecosystems, all…
MCA – Scope All Sectors, all regions, all livelihoods, all ecosystems, all… Has been used extensively in water resource planning, coastal zone management, stakeholder processes, and agricultural development

7 MCA – Key Outputs A single, most preferred option, or….
A shortlist of preferred options, or… A characterization of acceptable and unacceptable possibilities

8 Relevant metrics for those criteria
MCA – Key Inputs Evaluation criteria and… Relevant metrics for those criteria

9 MCA – Training Required
Some expertise required but can be acquired fairly easily.

10 MCA-WEAP – Preliminaries

11 MCA-WEAP - Motivation Interactive computer tool to facilitate multi-criteria assessment for water resource options in a stakeholder context. Designed specifically to be able to be used in conjunction with outputs from the WEAP model and stakeholder processes

12 MCA-WEAP - History MCA-WEAP is a new Excel-based model, built off NAPAssess which has been developed by SEI-B for Sudan and Yemen for use in their NAPA processes

13 MCA-WEAP – Current Status
Reshaped to focus exclusively on adaptation options for water resource management Developed explicitly for use in NCAP projects, for any who wish to use it Still a BETA version (!!) Macro-based, Excel-based, & open source

14 MCA-WEAP – Capability MCA-WEAP streamlines the multi-criteria analysis process by Housing all relevant project information on a single platform Supporting a transparent, user-friendly process for developing, weighting and applying evaluation criteria Producing a ranked set of alternatives

15 MCA-WEAP – Operationality

16 MCA-WEAP – Start-up Should be loaded and a shortcut installed on all laptops Located on your desktop next to the WEAP icon Two possible messages when opening: 1. “Macros in this workbook are disabled…” 2. “C:\MCA-WEAP\MCA-WEAP.xls contains macros…”

17 MCA-WEAP – Message #1 “C:\MCA-WEAP\MCA-WEAP.xls contains macros…”
If this message comes up, select “enable macros”

18 MCA-WEAP – Message #2 “Macros in this workbook are disabled…”
If this message comes up, change the security setting to medium

19 MCA-WEAP – Message #2 (cont’d)
To change the security setting to medium: Open blank worksheet in Excel Go to “tools”, choose “options” Select “Security” tab Select “macro security” Select “Security Level” tab Choose “medium”

20 MCA-WEAP – Tutorial
