2. Review of Budget Options – Board members have been presented draft budgets to include both no-tax and increased revenue options to include the following recommendations: a. Four to six cent (8% to 12%) increase in real estate taxes (depending on the eventual impact of the state cuts on the School budget) with a recommendation to advertise a six cent increase, but anticipating no more than a four-cent revenue increase. A four cent increase would provide $1,027,200 more in operational

3 funding for the schools or. approximately 27% of the reduction in
funding for the schools or approximately 27% of the reduction in state funding. Advertisement of a six cent increase provides the Board with flexibility should the budget situation get worse in Richmond prior to setting a rate at the March 22nd Board meeting.

4 b. 23 cent or a 10% increase in Personal
b. 23 cent or a 10% increase in Personal Property taxes as a way to offset two cents in the proposed real estate tax increase. This offset could be the difference between a four and six cent real estate rate increase or between a two and four cent increase if there are no additional state cuts and a six cent increase is not needed. This recommendation is inserted to allow for flexibility in spreading the increase to the entire population rather than focusing on those with large land holdings not under the use-value taxation.

Fireworks Displays – It is the consensus of the staff that County funding for fireworks displays (both Claytor Lake and July 4th) be discontinued pending concerns from Board members or the public.

4. Adoption of Revised Budget Calendar – Board members have been provided a revised budget schedule as distributed at the March 1 joint meeting for consideration and recommended adoption by the Board.

5. Citizen Survey – Robert Hiss is preparing the next County news letter which could be used to solicit input from the public regarding the proposed increases in real estate and personal property tax rates with the resulting revenue increases applied to school needs.
