Use Permit / Planning Commission Crime-Free Multi-Housing Program (in draft stage) Community Policing Root of Problem / Community Input District Commander / Collaboration Neighborhood Renaissance Program Community Policing Example: Soul Brothers Motorcycle Club, 1803 Harbor Ave, (advised and complied thus far) – Club was having large parties with alcohol.. A shooting took place and officers arrested suspect possibly shooting at officer. When met and advised not entitled to do this through business license, no UP, etc. , they complied so far

Passed by City Council in January 2007 Notification and enforcement process to address chronic crime and quality of life for commercial and residential locations Since January 2007, 20 cases have been addressed: Only 1 resulting in beginning process for administrative citation All locations in compliance or being monitored

Enforcement Process Negotiated Agreements Imposes fines, abatement and/or judicial relief from owners/tenants who fail to comply Recovery of administrative and personnel costs associated with enforcement The Process Enforcement Process Violation Identification Owner Notification (letter and meeting) Recurrence within 30 days results in Administrative Citation or Civil Action Owner Appeal – Formal Hearing Penalties - Administrative Cites ($200/$500) - Civil Penalties $1,000 per day

California St. – got security and got better but still monitoring Buggy Bath, 1646 N. Wilson Wy. – got steel barriers and other measures, prostitution reduced, but still monitoring Liquor Barrel, 1702 N. Wilson Wy. – painted (graffiti prob), made other improvements, prostitution reduced Orlando’s, 1730 N. Wilson Wy. – warning to cite, then became better maintained, now in compliance

Current Examination for New Locations Farmington and Netherton Apartments (3240 and 3242 Farmington Avenue) Several Single-Family Residences, Duplexes, and Triplexes: S. California Street, Bedlow and Astor area, Kelley Drive area, and Fox Creek Drive area. 3240 and 3243 Farmington- apartment complex, numerous code, crime, and narcotics activity 678 N Wilson – shopping center, loitering, theft, prostitution, hyphy/sideshow activity 1015 S. California – single family residence, ongoing narcotics 419 Erma – single family / narcotics/animal control / code issues 810 Astor – triplex – parties, underage drinking, gang related activity 642 Bedlow – triplex – parties, underage drinking, gang related activity 3007 Sonata – single family – parties, underage drinking, gang related activity 9012 Chianti – single family – parties, underage drinking, gang related activity Duplexes nor triplexes required UPs in R2 (2 family district) or R3 (apt district) zoning districts. These zoning districts were equivalent of tady’s RM (Residential Medium density) and RH (Residential High Density).

Charter Way Da Candy Shop, 111 South Sutter Street NGSM was actually also declared a Public Nuisance, through a legal noncoforming revocation hearing rather than UP revocation hearing.
