2 Bylaws and Regulations
Institutions must abide by rules from several agencies NCAA General bylaws regarding recruitment, eligibility, financial aid Establishes number of scholarships available for each sport and which sports are headcount or equivalency sports Conference Regulations specific to the group of schools in the conference Typically includes NCAA topics and elaborates/strengthens bylaws Federal Standard FAFSA processing to determine aid eligibility State Rules/Regulations regarding eligibility for aid at the school Institutional Establishes COA Rules/Regulations regarding aid, including merit scholarships

3 Types of Sport Financial Aid Limits
Head Count Sports that limit the total number of students who receive any financial aid that is countable toward the team’s financial aid limit. Equivalency Sports that limit the total value (equivalency) of financial aid awards that are countable toward the team’s financial aid limit. Most equivalency sports do not limit the number of student- athletes who can receive countable financial aid, provided the total value of countable aid to all student-athletes on the team does not exceed the team’s financial aid limit. Institutions must pay attention to Title IX calculations Baseball, FCS football, ice hockey and women’s beach volleyball are equivalency sports that limit the number of counters on the team.

8 Autonomy Legislation In August of 2014, the NCAA Division I Board of Directors adopted a new governance structure giving members a level of legislative autonomy (self-governance) never seen before in NCAA history Applies to five conferences, known as the “autonomy conferences.” ACC, Big 12, Big Ten, SEC and Pac-12 CSU, USD, USU – not members of an autonomy conference. Schools in autonomy conferences are required to apply autonomy rules. Schools in other conferences may decide whether to apply autonomy rules.

9 NCAA PROPOSAL Full Grant-In-Aid up to COA effective August 1, 2015 NCAA Bylaw No Full Grant-In-Aid. [A] A full grant-in-aid is financial aid that consists of tuition and fees, room and board, and required course related books and other expenses related to attendance at the institution up to the cost of attendance established pursuant to Bylaws and Different conferences can implement this differently
