About Civil Service Employee Policy
As the centre of expertise for all Civil Service employee policies, over the last five years we've developed a wide range of essential policies to support departments. These policies have been driven by a variety of factors, including legislative changes, national events and business transformation needs. In addition to producing policies that support departments, we have also adapted to meet our customers’ changing needs and now provide a range of expert partnering services. These include our Pay and Reward service, TUPE consultation and Job Evaluation to name but a few. This combination of policies and services makes CSEP a truly interesting and exciting place to work. Job Roles in CSEP Job roles in CS Employee Policy broadly fall into the following groups: Policy Communications both written and verbal are key in this job role as it involves developing best practice and fit for purpose policies on behalf of Departments, either in response to legislative changes or to meet the requirements of the Civil Service Employee Framework. In CS Employee Policy, policies are divided into three different clusters depending on their stage in the career lifecycle. Cluster one covers policies relating to joining and leaving the Civil Service, for example, apprenticeships, Cluster two covers all at work policies, for example, performance management and Cluster three covers policies relating to being away from work, such as shared parental leave. The role extends beyond policy development to providing implementation support to our customers. Strategic Services These roles can involve analysing trends, giving departments clear strategic direction, providing support to develop and deliver their own strategies, and providing expert and quality HR guidance. The support is delivered through a number of specialist services and includes CSHR Casework, CSHR MI Hub, Disability and Inclusion, Expert Consultancy Service (ECS), Employee Relations Service (ERS), Job Evaluation, Pay and Reward, Stakeholder Engagement and Insight, and TUPE/COSoP. We communicate with a wide range of people on a daily basis — Single Points of Contact, HR Directors, the Chief Executive of the Civil Service, Ministers, Trade Unions and employees to name but a few! They all need different levels of information presented in slightly different ways. HEO Vacancy

CS Employee Policy launched - one of three expert services introduced as part of the Next Generation HR and the coalition government's efficiency reforms. Spring /Summer Responsibility for the Job Evaluation support service transferred from Cabinet Office to CS Employee Policy. Spring/Summer 2012 The Expert Consultancy Service was formally launched and following a series of HRBP masterclasses where Departments were asked what other support they needed, the TUPE/COSoP service was launched to support HR professionals across the Civil Service in planning and delivering employee transfers Spring / Summer 2014 Pay and Reward Service launched to provide expert, timely and innovative strategic reward advice to departments and improve reward capability and expertise across Civil Service HR. Employee Relations Service launched to provide Civil Service wide support for Employee Relations practitioners. Spring 2015 CSHR Casework became one of the CSHR Expert Services. CS Employee Policy has a strategic oversight role and works collaboratively with the suppliers (DWP, HMRC, MoD and MoJ) to deliver the strategic vision, governance and success measures for the service. Autumn 2015 CSEP agrees to 'incubate' the CSHR MI Hub. The Hub aims to ensure: consistency across data sets; that the most cost effective collection methods are used; and that the availability of expert analytical support to departments is increased. 2016 The Disability and Inclusion Team join CESP , working with the Civil Service's Disability Champion and shaping their priorities into a vision for disability inclusion across government. CSEP is the first Expert Service to transfer hosting arrangements to the Cabinet Office. HEO Vacancy
