2015 OEA Legislative Accomplishments
HB 943- Passage of Connect NC Bond Referendum In-state tuition benefits for veterans $2m appropriated for the Union Square project $200k appropriated for Coal Ash research War memorial stadium presentation to House capital appropriations committee $200k appropriated in House budget for War Memorial OEA met w/ 36 members of House and Senate University and Grad day in Raleigh

Invest in the recruitment and retention of top talent Ensure that college remains affordable and accessible Eliminate private fundraising (university advancement) cap Postpone implementation of North Carolina Guaranteed Admission Program (NCGAP) Support N.C. A&T’s innovation

Priority #1 Invest in the recruitment and retention of top talent
Budget Request Increased compensation for UNC system employees $3m appropriations for faculty recruitment and retention fund Final Budget 1.5% annual salary increase for state employees 0.5% nonrecurring bonus for state employees One time merit based bonus for EHRA employees $80m appropriated for all state employees ($20m for UNC system)

Priority #2 Ensure that college remains affordable and accessible
Budget Request STEM and health merit scholarship program $5m budget request Provides 4000 merit based scholarships (1000 per year) to top STEM, health, and education students Final Budget S.873- Access to Affordable College Education Act Budget reduction- FY16-17 management flex cut $62.8m $16.35m added to offset private fundraising cut N.C. A&T reduction- $2m

UNC System Policy Agenda Elimination of private fundraising cap 2015 Appropriations act capped campus state appropriations support of fundraising activities at $1m $678k impact to N.C. A&T Final Budget Private fundraising (university advancement) cap eliminated

Priority #4 Postpone the implementation of NCGAP
UNC System Policy Agenda Postponement of the North Carolina Guaranteed Admission Program (NCGAP) through the academic school year Final Budget Directs the President to adopt and report a plan to improve completion of baccalaureate degrees effective academic year Plan must be implemented or NCGAP becomes effective academic year

Priority #5 Support N.C. A&T’s innovation
Continued support of N.C. A&T’s core strengths, which will produce measurable, high-impact outcomes for North Carolina’s economy Final Budget Continuing to build relationship with legislators to highlight N.C. A&T’s economic impact S Access to Affordable College Education Act

S. 873 “Access to Affordable College Education Act” Fixed Tuition Gives BOG and BOT flexibility to increase undergrad fees by no more than 3% per academic year Reduces tuition at certain institutions (WCU, UNCP, ECSU) Evaluates out-of-state admission cap at certain institutions Establishes Cheatham-White merit scholarship at N.C. A&T and NCCU

H.B. 2 “The Public Facilities Privacy & Security Act” DOJ has filed lawsuit alleging that HB2 violates the Civil Rights Act Gov. McCrory, Sen. Berger, and Speaker Moore have filed lawsuits asking court to declare that NC’s “commonsense law to maintain sex-specific restrooms” complies with federal law Obama administration will NOT hold up federal funds
