5 2016 NFHS RULES CLINIC 2016 Rules Changes
Defines the period between sets as part of the match and distinguishes the timed 3-minute interval from the timed 2-minute intermission that may be added between sets 2 and 3. Defines panels on the volleyball as being rectangular in shape. Hair devices in the hair or on the head may be up to 3 inches in width.

5-4-1h Mechanic for calling pre-match meeting of captain & head coaches (R1 double-whistles and raises coin). Lineup for set 3 is due 1 minute before end of the period between sets 2 and 3, whether a regular interval or an extended intermission. If a lineup includes duplicate numbers and one is a libero, it can be corrected either with a substitution for the regular player or the designation of an new libero.

7 2016 NFHS RULES CLINIC 2016 Rules Changes (cont.)
Contacting a backboard in a vertical position with a toss for serve is a service fault. 11-2 Penalty 2 A request for a 3rd timeout is an unnecessary delay, whether recognized by R2 or not. An extended intermission between sets 2 and 3 can only be scheduled for promotional or special recognition activities.

8 2016 NFHS Rules Clinic 2016 Major Editorial Changes
4-1 Penalty 2 A substitute attempting to enter the game with illegal equipment constitutes an unnecessary delay. 4-1 Penalty 3 Corrects clerical error in unnecessary delay penalty. (1st unnecessary delay in a set is a yellow card warning and 2nd is a red card loss of rally - unnecessary delay no longer forces use of remaining timeout.)

9 2016 NFHS Rules Clinic 2016 Points of Emphasis
Host school must notify officials and visiting coaches pre-match of a 2-minute extended intermission between sets 2 and 3. Coaches responsible for teams being on the court at end of intermission to avoid unnecessary delay. Solid-Colored Uniform Rule in effect. If a libero plays, body & sleeves of either libero or regular uniform (or both) must be one solid color, clearly contrasting with predominant color (approx. 50%) of other uniform. Collars & lettering may be different color, as may piping on functional seams of no more than 1 inch total width.

10 2016 NFHS Rules Clinic 2016 Points of Emphasis (cont.)
R2 must ensure good communication with the table, through pre-match discussion and guidance regarding table officials’ duties, and by addressing table issues early in the match. R2 serves as conduit of communication by R1 and coaches with the table. R2 must be aware of State policies re use of line-up cards. [In Maine line-up cards are not required to be used by R2, but are not prohibited.]

11 2016 NFHS Rules Clinic 2016 Points of Emphasis (cont.)
Substitutions during timeouts must be administered after the timeout, after teams are returned to the court.

12 2016 NFHS Rules Clinic MAVO-Specific Points of Emphasis
Ball Handling (see NFHS Casebook pp ) Legal contact is a touch which does not (i) allow the ball to visibly come to rest, or (ii) involve prolonged contact. See “Caught or thrown” is also used in Casebook. Multiple contacts are more than one contact by a player during one attempt to play the ball. Permitted only during (i) attempted block, or (ii) first team hit. See 9-4-8 Set a standard – avoiding the first call makes next one harder No automatic calls – R1 calls only if violation seen Make calls consistent with player skill level Strive for consistency point-to-point, set-to-set, match-to-match, and official-to-official

13 2016 NFHS Rules Clinic Illegal alignment (see NFHS Casebook 103 - 114)
At the moment of serve, each right (or left) side player in a row must have part of one foot touching the floor closer to the corresponding sideline than both feet of the center player. Each front-row player must have part of one foot touching the floor closer to the centerline than both feet of the corresponding back-row player. See 6-4-3b Find an effective tracking technique for you - setter & opposite, next server on defense, # sequence, etc. Understand alignment strategy / advantage of overlap (See alignment video) Caution coaches & players, when appropriate Use Partner and Scorer assistance

14 2016 NFHS Rules Clinic MAVO-Specific Points of Emphasis (cont.)
Substitutions / Replacements Distinguish Substitution Zone vs. Libero Replacement Zone Substitution request is coach’s signal or player entering zone If both teams substitute, hold up one side and complete other If multiple subs, only one enters zone, others wait just outside Substitute enters court only after R2 authorization signal Authorize entry promptly, then confirm with Scorer Deny late substitution requests, unnecessary delay possible Libero replacement to be complete before whistle and beckon Educate teams early in the season – make them do it right! Timeouts Anticipate timeout request by team losing a run of points Use timer’s horn to end, R2 use whistle if teams ready early Warning horn at 15 seconds / Teams to be in position on court at 60 seconds / Unnecessary delay possible

15 2016 NFHS Rules Clinic MAVO-Specific Points of Emphasis (cont.)
MAVO Pre-game Protocol Review: Host to provide officials’ room(s), trained assistant officials R1/R2 on court 30 minutes pre-match, check equipment R1 confer with LJs, R2 confer with timer, scorer, libero tracker Conference with coaches and captains (25:00 on clock) Submit rosters (13:00 clock /10 min. before warm-ups end) Submit lineups (5:00 clock / 2 min. before warm-ups end) Shared warm-ups (each team on own side, no hitting allowed) until 15:00 on clock. Serving team has entire court from 15:00 to 9:00, receiving team from 9:00 to 3:00. Horn sounds at 15:00, 9:00 and 3:00, R2 warning whistle 15 seconds before. LJ1/R1 & R2/LJ2 flank R1 stand during anthem/introductions No delay between introductions and taking positions on court

16 2016 NFHS Rules Clinic MAVO-Specific Points of Emphasis (cont.)
Team Uniforms Leniency at JV level – inform coaches but allow play if safe Solid Color Uniform Rule if libero plays (libero and/or team) Officiate Without the Whistle Preparation and knowledge is key - protocols avoid trouble Display positive, confident tone & professional appearance R1 – engage your team, get others’ respect by giving it R2 – subzone/table is your space, extend awareness to benches Work as a team - pre-match, during play, post-match Strive to facilitate successful match, not to be police officer MAVO Official Evaluation & Rating System Mandatory post-match debriefing helps everyone improve Arbiter-based peer rating is more useful with typed comments MPA Volleyball Committee post-season selection process
