The CR will sustain current funding levels and provide supplemental funding for: LA flood disaster relief Flint infrastructure funding Zika funding Post-election, the lame duck Congress will attempt to package “minibuses” to move multiple controversial spending bills. Sept.-Feb. Federal agencies draft FY18 funding requests. Feb. 6 The President’s Budget is due. Feb.-Mar. House and Senate begin Subcommittee hearings. Apr.-Jun. Subcommittees begin to “markup” their spending bills. Jun.-Jul. Full committees votes and House/Senate Floor votes. Aug.-Sept. House and Senate reconcile or “conference” the differences in their spending bills. October 1, 2016 – Beginning of FY2018.

$500 bn for college access, $200 bn for early ed & childcare; $300 bn for infrastructure investment; $300 bn for paid family leave; $300 bn to repeal the “Sequester” Trump’s 10-year Non-Defense Spending Agenda The Penny Plan – Each year, cut 1% of non-defense discretionary spending from the previous year’s total. Adjusting for inflation, the Penny Plan cuts non-defense funding by 25-29% within 10 years. From $518 bn in FY17 to $469 bn by FY2026.
