SUPPORTING LDCS TO ADVANCE NATIONAL ADAPTATION PLANS

2 ABOUT NATIONAL ADAPTATION PLAN GLOBAL SUPPORT PROGRAMME (NAP-GSP)
UNDP-GEF, UNEP, The GEF Secretariat, UNFCCC, WHO, Global Water Partnership, FAO, IFAD and UNITAR have launched the National Adaptation Plan Global Support Programme (NAP-GSP) to assist LDCs with NAPs. NAP-GSP is responding to requests for support from LDCs to achieve medium- to long-term planning for adaptation that is fully integrated into relevant policy and planning processes. NAP-GSP provides technical assistance; targeted training; and promotes dialogue, partnership building, and knowledge exchange, among national stakeholders in LDCs and other North and South countries. NAP-GSP is supporting the identification, financing and implementation of adaptation measures by LDCs at national, sub-national and local levels to ensure sustainability of institutional country-driven efforts. NAP-GSP is drawing on the best available science, experiences and good practices to achieve the integration of adaptation into existing development plans and budgets.

5 SUPPORTING TRANSFORMATIONAL VISION OF COUNTRIES
Remove barriers Remove technical, financial, and institutional barriers to achieve medium-to-long term adaptation planning Improve CC information Establish information systems for tracking vulnerability to climate change risks for prioritization and tracking impacts of interventions Country & Demand Driven Build on national circumstances (sector selection, scope); use a demand-driven, bottom-up approach Long-term & Strategic To mainstream adaptation into existing planning and budgeting processes Support “readiness” Support catalytic public and private finance for medium and long-term national adaptation needs Assess impacts Assess development impacts and co-benefits of NAPs and design systems to capture results. Create institutional capacity while pursuing positive impacts on growth, jobs, agriculture and water security, etc.

6 FOCUS OF GSP ACTIVITIES
Coordinated, targeted technical assistance Based on stocktaking consultations with countries, emerging technical assistance needs are identified and addressed through technical backstopping (in-country and on-line) and thematic workshops. Promotion of Regional Cooperation Leverage national efforts with regional public and private partners / actors / institutions Facilitate inter-governmental dialogue to work together towards common priorities in adaptation planning Catalytic Builds on other global efforts in collaboration with multilateral development partners and promoting synergies across countries, this programme helps scale-up and catalytic results of nationally-led efforts Creation of Global Exchange culture and Peer-to-Peer Learning Encourage North-South and South-South knowledge exchange via Thematic Regional Workshops, “blended learning” (web-based and physical training), and bilateral technical assistance. Sharing of best practices and lessons learned (newsletters, web-based systems, workshops)

OVERVIEW OF NAP-GSP ACTIVITIES (As per approved LDCF Council Approved Project Document) In-Country Support – technical assistance on developing NAP roadmaps Eg NAP report review support in Burkina Faso; Technical support planned for national NAP Roadmap teams (Eg. Bangladesh, Malawi, Benin, the Gambia, and Niger.) Institutional Support: Interactive Thematic Regional Workshops on Elements of NAPs (All LDCs in each region: Asia, Pacific, Africa.  Knowledge sharing clinics Mobilization of technical experts to deliver training on planning skills in the context of adaptation (GWP in Rwanda; Economics of Adaptation training programmes in Asia, Africa, and the Pacific) methodology development for long-term adaptation planning and budgeting and national – level assessments of institutional gaps (UNITAR) Technical Support: Promotion of partnerships amongst Governments to Advance NAPs (AMCEN) South / South global dialogue on ecosystem based climate change adaptation Outreach and dissemination of lessons and best practices, enhancement of practitioners’ networks Knowledge Brokering:

End May 2013 GEF CEO endorsement Jun 2013 Project launch at NAP EXPO Operationalizing the project (finance/admin) Aug 2013 Survey of country-specific needs First Board Meeting (back-to-back of LEG event) Sept – Oct 2013 Establishing contact with countries that requested support and determining needs In country discussions in Malawi & Benin to determine scope of support required and means of delivering it Training on adaptation planning skills in Eastern Africa and Asia Coordinating with other UN Agencies and development organizations to provide streamlined support to countries (e.g. GIZ)
