3 1- MADAGASCAR GEOGRAPHICAL POSITION
The current population of Madagascar is 25,384,898 as of Tuesday, March 7, 2017, based on the latest United Nations estimates. The total land area is 582,145 square kilometres. Madagascar is the world's 46th largest country and the fourth-largest island. The country lies mostly between latitudes 12°S and 26°S, and longitudes 43°E and 51°E. Neighboring islands include the French territory of Réunion and the country of Mauritius to the east, as well as the state of Comoros and the French territory of Mayotte to the north west. The nearest mainland state is Mozambique, located to the west.

The Law N° on the protection against harmful of ionizing radiation and radioactive waste management in Madagascar promulgated on 2nd January 1998. - The law N° on Physical Protection of Nuclear Materials, Nuclear Facilities and other Radiation Sources was promulgated in 2003.

Decree N° on 07th October 2002 dealing general principles of the protection against ionizing radiation Decree N° on 16th October 2002 dealing the general principles of the Management of Radioactive Waste Decree n° on 09th October 2002 dealing the possession and use of ionising radiation sources in medical field. Decree N° on the reorganization of the ANPSR promulgated on 04th December 2012. Order N° 2735/94 dealing the transport of radioactive materials promulgated on June 1994 governs all activities related to the transport of radioactive materials. Code of Conduct on the Safety and Security of Radioactive Sources, endorsed on February 2008. Guidance on the Import/Export of Radioactive Sources, endorsed on February 2008.

Treaties and Conventions Additional Protocol, ratified on September 2003. Convention on the CPPNM, in force on November 2003. Treaty of Pelindaba, ratified on December 2003. Reports to 1540 Committee, 1st Report on February 2008.

7 2- Legislative and Regulatory Framework (4/5)
Treaties and Conventions Six Laws authorizing Madagascar to ratify and adhere to the following international instruments have been promulgated on the 10th August 2016: Law N° for the Amendment to Convention on the Physical Protection on Nuclear Material. Law N° for adherence to the Convention on Assistance in case of a Nuclear Accident or Radiological Emergency. Law N° for adherence to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of radioactive Waste Management. Law N° for adherence to the Convention on Early Notification of Nuclear Accident. Law N° for adherence to the Convention on Nuclear Safety. Law N° for adherence to the International Convention for the Suppression of Acts of Nuclear Terrorists.

The Directorate of Radiological Safety and Nuclear Security (DSRSN) of the Institut National des Sciences et Techniques Nuclaires (INSTN-Madagascar) is the Radiation Protection and Nuclear Security Regulatory Authority. It is established by the Decree N° on the Reorganization of the «Autorité Nationale de Sûreté et de Protection Radiologique (ANPSR)» and chaired by the Prime Minister.

10 4- Roles and main activities of the regulatory body
- Inventory of all types of equipment emitter of ionizing radiation sources in Madagascar. - Inspection of Nuclear Facilities, Nuclear Materials and other Radioactive Materials. - Review, update and draft a new law and regulations. - Enforcement and regulations. - Issuance of authorisations (Import/Export, Use and Possession, Transportation, Storage). - Quantitative and Qualitative Inventories of Radioactive Materials from Mining Activities and Investigation of The Occurring Radioactive Waste. - Training of technicians in radiation protection and Radioactive Waste Management at the National Level.

18 9- About the inventory of ionizing radiation sources
- RAIS versions used by INSTN –Madagascar : RAIS 3.0 and RAIS 3.0 with SQL Server Extensions : RAIS 3.1 Web Since 2015 until now, INSTN – Madagascar uses the RAIS version 3.3 web. - We have made Customizations especially on Manufacturers and Models of : Radioactive sources (Sealed and unsealed sources). Radiation generators Associated equipments For the inventory of ionizing radiation sources, we also use an excel version and a manual version.
