What is RAWCS? Rotary An Australian Multi- District Program Non-Government Organisation Tax exempt You may be asking, what is RAWCS? First and foremost, we are Rotary and an Australian based program, as stated in our name: ROTARY AUSTRALIA WORLD COMMUNITY SERVICE. RAWCS Limited is an approved Non-Government Organisation and is represented on the Council of NGO’s. RAWCS is an approved charitable corporate body and has exemption under the relevant sections of the income Tax Assessment Act. Projects requiring funding will be listed on the RAWCS website. The programs we run are: Project Volunteers Donations in Kind Rotary against Malaria Rotary Australia Benevolent Society Developed Countries Disaster Fund We will discuss what each of these are in a little while.

3 RAWCS is not “The Rotary Foundation”,
What RAWCS is not!! RAWCS is not “The Rotary Foundation”, but a RAWCS Project can also be a Rotary Foundation Project. AND RAWCS offers an online donation facility to accumulate your funds and Tax deductibility for donations RAWCS does not compete with the foundation, it is there to benefit a club with an overseas project, this project can also be a Global or District grant, they can work together. RAWCS offers an online donation facility to accumulate your funds and Tax deductibility for donations.

Why RAWCS? Assist Support Supply Tax deductibility Online donation facility So why should you bother with RAWCS? Let me tell you. No matter what type of international community service project you have…. RAWCS will assist your club with it’s development and management; We will support your club in sending teams of volunteers; and RAWCS will supply advice, assistance and training in building, construction and commercial operations to support developing communities in establishing themselves. Donations to a RAWCS project by Rotarians and Non-Rotarians are tax deductible. RAWCS offers every project an online donation facility that provides accountability and receipts to the donors.

We have: Project Funding Project Volunteers Donations in Kind (DIK) Rotarians Against Malaria (RAM) Rotary Australia Overseas Aid Fund (RAOAF) Rotary Australia Benevolent Society including Rotary Australia Compassionate Grants (RACG) Rotary Developed Country Disaster Fund (DCDF) – Criteria yet to be finalised Rotary Australia Trust Fund (RAT) - Criteria yet to be finalised Let’s look at each of these in a little detail.

6 Rotary Clubs can register overseas and local projects
Project Funding Rotary Clubs can register overseas and local projects Receive donations from: Rotarians Corporate partners Members of the public RAWCS manages the funds Club has control RAWCS allows Clubs to raise funds from Rotarians, Corporates and members of the public giving it tax deductibility. The clubs will always be in control of the funds through the project coordinator, not RAWCS. Rotary Australia Overseas Aid Fund Rotary Australia Benevolent Society Developed Countries Disaster Fund

7 Building & maintenance
Project Volunteers Professional Building & maintenance Train locals Specialists Skilled work teams Volunteers can assist with professional and vocational training; Also with building and maintenance of hospitals, health centres, schools etcetera. Volunteers can facilitate training of the local personnel so that the community is self sustaining. Specialist volunteers such as Medical & Dental personnel, or Engineers are available as and when requested. Skilled work teams such as qualified trades and helpers, work alongside Rotarians, Rotaractors, Trainees, and Non-Rotarians to get the project completed. All volunteers travel, live and work under the local conditions, thus creating a cohesive team with the locals and creating strong fellowship and new friends. The Regional Co-ordinator approves all programs, and organises Insurance cover for the volunteers. Please note that any donations to the Project that are expended on the project are tax deductible. Volunteers cannot make a donation to the project and subsequently receive a benefit from that donation by way of airfare, accommodation or meals. They are not eligible under ATO rulings to claim these expenses as a tax deduction.

8 RAWCS Volunteers Volunteers to RAWCS registered projects are invited by their TEAM LEADER to fill out their application for registration online. All registered volunteers are covered by the Rotary Australia Personal Accident/Sickness &Travel Policy. The volunteers are encouraged to register with the Department of Foreign Affairs smart traveller website. The Rotary network is informed of the Team and it’s work to provide assistance & support in case of an emergency. Volunteers to RAWCS registered projects are invited by their TEAM LEADER to fill out their application for registration online. 9 Donations in Kind Education and Health
Locate items Storage Service Transport Installation & maintenance Donations in Kind relies on volunteers to deliver donations to our storage facilities, ready for sorting and packing for shipment to their final destinations. Donations in Kind provides goods in two main areas, Education and Health. In education we focus on school and library books, classroom stationery and school equipment. Within the Health area we source medical supplies, medical equipment, wheelchairs, hospital beds, trolleys, etcetera. The Process we follow for Donations in Kind is firstly, locating items for needy countries. Then we keep the items stored in warehouses until they are required. Sometimes the items need a little servicing, such as minor repairs and cleaning. We again rely on volunteers in assisting us with this. Getting sea containers and packing the items inside for transport is just the beginning. Transport to the docks, arranging shipment and customs clearances are then organised. Plus completion of consignment notes, Bills of Laden, notifications to recipients and requests of acknowledgement. This sounds like a lot, but RAWCS personnel are here to help you with it all. Once the items have arrived at their destination, installation and maintenance strategies need to be organised with the recipients. You will find a comprehensive Donations in Kind “Manual of Operations for Regional Committees” on our RAWCS National website hat may assist with any questions. RAWCS now provides a facility on our website to record ALL consignments of containers or pallets so that we have a reliable record of ALL consignments sent overseas from Australia in the name of RAWCS, a Rotary Club or an individual Rotarian. This is to assist RAWCS in identifying containers that we are responsible when shipping companies ask us to assist them.

Active projects Education of local people Collaborate with other NGOs Training & research Rotarians Against Malaria is a volunteer-run organisation working to eliminate malaria. RAM is an Australian multi district project of RAWCS, working to reduce the death toll, and the social and economic loss caused by malaria in our neighbour countries through a progressive improvement and strengthening of local and national capabilities in malaria control. Malaria is one of the biggest killers in the world today, attacking some of our most vulnerable communities and contributing significantly to the untold suffering and sustained poverty of more than 40% of the world’s population. Our objectives are to: support malaria control and elimination projects in Papua New Guinea, Solomon Islands, Timor Leste and other countries within the Asia Pacific Region. raise funds which are tax deductible for RAM and related RAWCS projects. transfer knowledge of malaria prevention and control where it is needed and raise awareness of the costs of malaria within the Australian community. support medical research for malaria elimination in Australia and overseas. liaise with Rotary in New Zealand, Indonesia and Rotary International to accomplish these objectives and to adopt the elimination of malaria as the successor to the polio campaign. You may well ask how are we planning on getting this done? In Australia we seek donations and volunteers to support: Ongoing supply and distribution of long lasting insecticidal bed nets to protect families Supply of tools for self help programs to prevent mosquito breeding near villages Education support such as pictorial flip charts for field use Medical research for prevention by RAM’s PhD Scholar and other programs Supplies for vector control and Rapid Diagnostic Tests (RDTs)

11 Rotary Australia Benevolent Society
Local projects for “people in need”. Criteria Needs of individuals Provide direct relief Community Support disasters Includes Rotary Aust. Compassionate Grants (RACG) The Rotary Australia Benevolent Society was established by RAWCS to assist Australian Rotary Clubs and Districts in responding to needs within their own communities, and to gain tax deductibility for donations made. RABS is a public benevolent institution with full Australian Taxation Office certification. RABS Projects can be registered by Australian Rotary Clubs and Rotary Districts. The Australian Charities and Not-for-profits Commission (ACNC) Act requires that all Benevolent Society projects must address one of the following criteria that arouse the compassion of your community: Poverty Sickness Suffering Distress Misfortune Disability Destitution Helplessness Projects may support disaster relief OR the needs of individuals. The main requirement for RABS projects is that they provide direct relief to people in need. If the clients are disadvantaged, the relief should target that. For example, a place to sleep for the homeless, food and support for those in poverty, or counselling and support of those in distress. The project must also show that it works for a section of the community that clearly needs help, in other words 'people in need’. Rotary Australia Compassionate Grants (RACG) can be registered under RABS project registration. They must be submitted online via the RAWCS website.

12 Rotary Developed Countries Disaster Fund
Introduced in 2015 So that Rotary can respond with donations to disasters in developed countries Tax deductible donations Administered by an Australian Committee and Rotary Districts in the overseas country. The Rotary Developed Countries Disaster Fund was established to enable Rotary Clubs and Districts in Australia provide support for a disaster occurring in a developed country. Such as the Japanese Tsunami, the earthquake in Christchurch, New Zealand and the hurricane in New Orleans, USA. A committee from the Australian Rotary Club or District that initiate the project will liaise with committee formed in the recipient Country made up from the local Rotary Club or District to provide funding for the direct relief of victims of the disaster. The money should be expended fairly and judiciously in as short a time as possible so that people affected get the relief and the committee in the recipient county is not left with funds after the needs have been provided by other agencies.

14 Rotary Australia Trust Fund
Recently established to allow donations from anyone All donations tax deductible Donations granted used for RAWCS projects and disaster relief both in Australia and Overseas. A committee of the RAWCS Board will grant funds applied for by RAWCS projects.

15 RAWCS In the last 3 financial years project donations have generated +$30 Million each year National Office staff at Parramatta, NSW of 1 Full-time and 1 Part-time All donations now have a Service fee of 2.5% deducted to assist with administration costs Rotary Australia World Community Service Ltd. is currently turning over in excess of 30 million dollars per year. These funds are raised by the Project Committees of the registered projects and at all times they remain available for the sponsoring Rotary Club and its Project Committee to expend on the project. All donations including those made by credit card donors attract a service fee of 2.5%. This applies to Rotarians as well as Non-Rotarian donations. ALL donations to a project authorised by the RAWCS Board to provide relief for a disaster will not have the service charge deducted. RAWCS is proud of the fact that we can operate our facilities to assist Projects and their committees at a cost of less than 3%. RAWCS is without doubt one of the most cost effective NGO’s operating within Australia. Another great benefit to Projects is that due to the arrangement RAWCS has with the Commonwealth Bank of Australia, the foreign exchange rate that we can offer is without doubt better than any commercial rate offered or that Project Managers can arrange for themselves. We recommend that all Projects use our foreign exchange facility.

Firstly, get your International Director excited! Create a partnership with an overseas Rotary Club, or Link up with an existing project listed on the RAWCS website. What are the club benefits? All donations are Tax Deductible. Monies are held in an Administration Fund and overseas Aid Fund run by volunteers. This means you can focus on the project and not the administration. Increased funding for the Rotary project through the online donation facility and corporate sponsorship. Notification of all Rotary Officials and personnel who should be notified of project donations, activities and volunteers.
