Enrolment Chapter 26: Education and Culture
The Government determines the number of students whose tuition fee shall be financed by the Budget, for a particular course of studies, in accordance with the maximum number prescribed in the valid license of a public institution) Students are admitted at a competitive basis, all in compliance with the results obtained during secondary school education, at the professional or matriculation exam and the results obtained at the additional or admission exam. Additional or admission exam can be introduced for admission into particular study programmes, in compliance with the instituion statute. The matriculation, or professional exam is valued with at least 15% of the total number of points obtained at admission. The manner and procedure of enrolement into the first year of studies is regulated by the act of the institution. Chapter 26: Education and Culture Overview of employability data Demand for higher education graduates has raised till 2008, when it was vacancies; Number of advertised vacancies in 2007 was 8.687, which is 11,2% less than in 2008, while in this number was which is less for 33,44% In 2010 number of advertised vacancies was which is 28,72% less comparing with In 2011 number of advertised vacancies was or 31,44% less than in 2008 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 26: Education and Culture

Enrollment policy at the University of Montenegro

QUALITY ASSURANCE Chapter 26: Education and Culture
Government has appointed Council for Higher Education for improving higher education area; Responsibilities of the Council, among other, are: offers opinion in the procedure of determining norms for issuance, changes and divesting of a license; offers opinion in the procedure for determining norms for higher education financing; determines criteria for assessment of study programmes taking into account their compatibility with the professional needs and international comparability; undertakes periodical controls of quality of licensed institutions and issue a certificate on reaccreditation; performs other activities prescribed by this Law and enactment on establishment of a Council. QUALITY ASSURANCE Chapter 26: Education and Culture
Reaccreditation of an institution, or a study program can be performed also by a foreign accreditation organization authorized to determine validity and quality of study programmes and harmonization with the professional needs of the country; Decision on engagement of a foreign accreditation organization is made by the Ministry; An institution performs self-evaluation procedure, i.e. evaluation and assessment of the quality of its courses of study and work conditions; Self-evaluation is performed continuously; The Council for each program performs assessment of curricula quality during a maximum five-year period, by appointing expert bodies for particular curricula; International experts, from the list of experts may be included in expert bodies; M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 26: Education and Culture

Implementation of the Quality Assurance System at the HEIs
Chapter 26: Education and Culture Implementation of the Quality Assurance System at the HEIs All HEIs have QA mechanisms and monitoring of QA; Centre of Studies and Quality Assurance at the University of Montenegro is established by supporting of WUS Austria and IPA 2007; Organization and responsibilities of Centre are arranged by special acts; M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 26: Education and Culture

NQF Chapter 26: Education and Culture
In accordance with the Law on NQF Rulebook on Procedures for Development of Qualifications from VI to VIII level of qualifications; In accordance with this Rulebook the basis for the development of the qualification level of education is degree program while basis for the development of professional qualifications is part of a study program and program consists of one or more modules; The initiative for the development of qualifications may submit institutions of higher education or other legal entity, through an institution of higher education to the Council for Qualifications; The proposal of initiatives is considered by the Commission for the qualification. Adopted initiative for the qualification development by the appropriate commissions, Council for qualification determines as a proposal for qualifications development. Recommendations Work to enhance employability, lifelong learning through improved cooperation with employers, especially in the development of educational programs; Increased students` and academic mobility respecting motto of Bucharest Communiqué Strengthening mobility for better learning and adopted strategy “Mobility for Better Learning“; Improvement of accommodation infrastructure; University facilities` infrastructure; Innovation of curricula; Developing the social dimension of higher education, provide adequate student support services, counseling and guidance, flexible learning paths and alternative access routes, including recognition of prior learning. Recommandations In perspective areas rules for carrying out programs of lifelong learning and distance learning should be established in order to reduce the costs of studying; Council is recommended by Commission to set a deadline by which the higher education institutions will be prepared to be accredited by agencies that are at EQAR list; Ensure that qualifications frameworks, ECTS and Diploma Supplement implementation is based on learning outcomes; Getting status of observer or full member of EQAR; M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 26: Education and Culture
