5 The Legislative Branch – Congress (Article I)
What does it mean to legislate? To write laws (rule of law) Proposed laws are known as bills All bills may only exercise the expressed powers of Congress the Constitution (limited government) Bills must pass both the House of Representatives and the Senate in order to become a law (separation of powers &checks and balances)

What is a legislator? individual who has been elected to represent a group of people in a district or a state (popular sovereignty) The people they represent are called constituents The legislator represents them in the Congress of the United States If in the House they are known as Representatives or members of the House If in the Senate they are known as Senators Their primary task is to write, debate and vote on proposed bills.
