To Start With You Need: A Copy of the Latest“Little League Operating Manual” (the White Book) A Copy of the each of the Latest Baseball and Softball “Official Regulations and PLAYING RULES” (the “small” rulebooks) A Copy of your League’s Constitution (Available from Western Region if you cannot find a copy)

League President Qualifications
Do you provide leadership or just give orders? The success of exercising effective leadership will depend largely on your ability to: 1. Organize 2. Motivate 3. Delegate responsibility

The Buck Stops Here! As League President you are responsible for all aspects of the league operation Therefore, you must make sure that things are getting done by your subordinates, and if not, then you need to replace them with some one who will get the job done --- or do the job yourself

How Did I Get Here The Membership Elects a Board of Directors at the Annual Meeting The Board of Directors elects the President and other officers from the Board Members

Duties Conduct the affairs of the Local League and execute the policies established by the Board of Directors. Present a report of the condition of the Local League at the Annual Meeting. Consult with the Board of Directors such matters concerning the welfare of the Local League.

Duties Make sure the Local League in strict conformity to the policies, principles, Rules and Regulations of Little League Baseball (you agreed to this when you sign the charter application) Know the Little League Regulations and Playing Rules (Rulebooks) Read the Operating Manual Know your league’s constitution

Duties Designate other officers, if necessary, to have power to make and execute contracts and leases, approved by the board, in the name of your League (This designation must be done in writing) For example: Portable toilet contracts Building/Facilities maintenance contracts Insurance contracts Equipment purchase agreements, etc

Duties Investigate complaints, irregularities and conditions detrimental to the Local League and report them to the Board Neighbor complaints Traffic situations, facilities issues, etc. Parks & Rec complaints Parent complaints (refer to Player Agent if it involves teams, players, or coaches)

Duties Prepare and submit an annual budget to the Board of Directors and be responsible for proper execution of it. (Secretary should help with preparation of the budget) i.e., Don’t spend more money in any given categories than approved in the budget. If needed you must get such excess expenditures approved by the Board or have the Board approve a supplemental budget to meet these needs.

Duties With the assistance of the Player Agent, examine the player applications and proof-of age documents of every player candidate Certify residence (as of 2/1/15) and age eligibility before the player may be accepted for tryouts and selection. Note: The Player Agent should be doing these items. As President you need to do random checks to make sure it is getting done, but remember ultimately the buck stops with you

Duties Appoint Managers, Coaches, and Umpires with Board approval.
The one true power you have as League President is the ability to NOT appoint someone as manager, coach, or umpire It does not matter if the all of the rest of the Board of Directors wants a particular person to manage, coach, or umpire, they cannot unless you appoint them!

Duties Protest Committee - The President, UIC, Player Agent, and one or more other officers or directors who are not managers or umpires. This committee is totally responsible for solving protests of regular season games at Hometown Little League The President may consult the District Administrator or Regional Headquarters for help with an interpretation of a Rule or Regulation as it applies to the protest, but not for a ruling on a protest.

Duties The President applies for waivers of regulations or rules
The Board of Directors must instruct the President to seek a waiver. Regulation II (d) and IV (h) waiver forms are prepared by the Player Agent and presented to the President for signature, but the Board must approve whether or not to seek these waivers.

Duties The President presides over the Board of Directors and Annual Meetings A basic knowledge of Robert’s Rules of Order is needed to conduct meetings properly Meeting should start on time and end on time following a preset agenda

Take inventory of all assets and equipment Review past league operation and establishing priorities and goals for the current season Present Budget to Board for approval Send Year-end financial statement to Little League Appoint proper committees and selecting committee chairmen

Google Alaska Corporations to find out if your status is current Adopt Local Rules/Bylaws for current season Make sure All-Star selection methods for players and coaches are spelled out Apply for charter & general liability, legal liability and accident insurance prior to December 31st Make sure you have additional insured entities if needed such as school district, Parks & Rec, etc

Waivers A local league has the right to petition the Charter Committee in Williamsport to waive a specific rule or regulation. The process for requesting such a waiver must be followed precisely as outlined in the Operating Manual.

Waiver Procedure 1. The local Little League board of directors votes to request the waiver. 2. The president writes a letter to the attention of “The Charter Committee, Williamsport, Pennsylvania” detailing the waiver and the reasons for requesting it. Any supporting documents are included. 3. The letter and documents are forwarded to the district administrator for his or her recommendation and/or investigation. 4. The letter and documents are forwarded to the Regional Director for his or her recommendation and/or investigation. 5. The letter and documents are forwarded to the Charter Committee for action.
