3. Organisation
Just after WRC-12, Civ/Mil Capability Panel 3 « Spectrum » (CaP 3) decided to create a CaT (Capability Team) to develop the NATO Military Position for the WRC-15 to be eventually approved by the NAC.

“Initial” PNMP developed on Mil session meetings then updated within Civ/Mil meetings

4. WRC-15 & CaP3 Activity 2nd meeting in April 2013 (mil)
PNMP presented to April CaP3 meeting Mil then Civ/Mil session.
In June 2013, CaP3 Civ/Mil agreed to export the first version of the PNMP after some correspondence work.

5. WRC-15 & CaP3 Activity
3rd meeting on September 19 & 20, 2013 (Civ/Mil meeting).
Update of the PNMP based on comments and proposals made on the NATO collaborative tool.
In October CaP3 in Civ/Mil session agreed on a list of statements which is still under silence procedure.
This list of positions will be submitted to CEPT/CPG in December 2013. 5

6. Remarks on the PNMP
The list of statements exported to CEPT/CITEL consists of preliminary positions, reflecting current military concerns that have been validated by the civ/mil session of CaP 3. These positions will be, as necessary, dynamically updated according to the evolution of international work, in particular within CEPT and CITEL.
The PNMP is a full brief on each item taking in account, in particular, the NATO military interest and concern for each item.
The statements are the extract of the position chapter concluding each brief.
