Issues 1. Clarity and articulation is needed to improve funding and resource situation for YFN education: FNEC consists of 13 YFN governments and the CYFN FNEC will advance FN education on common education matters that is of benefit to all YFN students and all YFN governments CYFN education is the administrative, technical and secretariat arm to FNEC CELCs, ESWs, EOCs are the frontline YFN education staff that provide direct and in-direct cultural, education, social, spiritual and emotional support to YFN schools, students and governments Local YFN education initiatives are priority and FNEC/CYFN education initiatives support and strengthen local education projects and programs – they do not compete or duplicate , yet the two levels are interdependent and intertwined JEAP and MOU initiatives are different as they are education matters common to all 3 parties – Yukon, Canada and First Nations 2. It is very important for all FNEC members to collectively and individually assert the message of unity as it pertains to meeting common educational needs, goals and interests for YFN students FNEC Meeting Discussion Item - January 12, 2015

Central does not compete with Local – the funding and resources are for centralized initiatives and are at the same level as the Department of Education or Federal Level – Yukon wide legislation, standards, measures, policy and protocol, strategies and reviews, etc. FNEC and CYFN Education initiatives : do not abrogate local First Nation education initiatives, interests or matters do not duplicate local First Nation education rather provides systems, frameworks and strategies that support and strengthen local First Nation education initiatives and projects Advances, supports and works on areas that may not be mutual priorities with Yukon and/or Canada, but are priorities for YFNs The FNEC and CYFN education forums focus on education matters that are common to all FNEC members and beneficial to all YFN students The MOU and JEAP focus on common interests and issues in education with Yukon, Canada and First Nations Local First Nations focus on education matters that are specific to their First Nation and beneficial to their students or regions (Dakh Kha, NT Tribal Council, Gwichin TC, ST Tribal Council, Kaska TC, etc.) MOU and JEAP Education initiatives : do not abrogate local First Nation education initiatives, interests or matters do not duplicate local First Nation education Common priorities and interests Examples of common priorities: YFN K-12 Language Programs Cultural Awareness Training YFN Teachers/Administrators in Yukon Schools Data Strategy, Framework & Reporting Policy and Protocol for YFN Education Early Childhood Local YFN Education initiatives : Specific Agreements – Intergovernmental Accords, TH Education Agreement, MOUs on Education Local Curriculum Projects – TH, VGFN, LSCFN Local Education Programs – CAFN Bi-Cultural Local Cultural Camps, Elder in School, CELC-ESW-EOC, FNEC Meeting Discussion Item - January 12, 2015

6 Decision/Motion Needed
The FNEC agrees that it is important for Yukon Education to fully understand that First Nations have funding and resource needs for centralized and local education initiatives. Further, it is imperative and productive for all partners to understand that centralized, systemic education infrastructure and supports are necessary components in an education system. Both centralized and local education initiatives are necessary and needed to advance and improve the outcomes for Yukon First Nation students enrolled in Yukon public schools. The FNEC supports the development and submission of funding proposals for the following: Yukon Department of Education – Public Schools Branch Yukon Department of Education – Advanced Education Federal Government – AANDC Training Policy Committee FNEC Meeting Discussion Item - January 12, 2015
