Normative work and capacity building in Penitentiary system

Prison population These figures have been updated by the Council of Europe for the situation in penal institutions on 1st of September Estonia is after Russian Federation (608,6), Ukraine (355,3) holding the third most prisoners per 100,000 population: 311,6. In average, the prison population rate per inhabitants in the European Union is 121,6 (with large variations between 56,4 in Slovenia and 260,in Estonia). In many countries the number of prisoners has dramatically increased over the last two decades[i]. The Member States with the highest number of prisoners relative to the general population over the period were the three Baltic States, Estonia and Latvia (both 329 prisoners per head of population) and Lithuania (239). Objectives of future work of EG on Prison Health of NDPHS
Provide prisoners with Human right based and gender sensitive Prevention, care, treatment and support EQUIVALENT to what is offered to the broader community Prevent the spread of infections (HIV/AIDS, TB, HPVC) among prisoners, to prison staff and to the broader Community Promote an Integrated approach to health care within prisons to tackle wider public health issues by improving the health care and prison conditions and management

Strategy Policy level: Address structural issues such as prison rules and regulations, overcrowding, monitoring and improving general conditions in the institutions Contribute to the development of national policies that respond to the needs and requirements of the Partnership Countries Service provider level: Awareness-raising and capacity building activities among prison staff and other service providers Special attention will be given to the needs of prisoners, especially those at highest risk, including females.

Possible fields of activities
To introduce a clear policy to support the capacity of countries to deliver services to high risk groups To improve coordination in the service provider network; and To invest more in the development of human resources TO DEVELOP an NDPHS STRATEGY ON PRISON HEALTH!!!

Sharing the lessons learned
Develop feasible indicators, in line with international agreed indicators, for monitoring and evaluation of all project activities Propose topics and issues for new project proposals on prison health. In selected cases, assist in project identification, planning, implementation and monitoring Implement, on an on-going and regular basis, monitoring and evaluation mechanism Document project results and lessons learned on a regular basis, disseminate widely documentation, organize inter-country experience exchange for a through meetings and NDPHS Web page
