Synopsis Evaluation of the financial performance of NATO & on Maritime Τraining and Operations. Strategic Concept (2010) & Chicago (2012) evaluation means a practical application, an ‘effective engagement’ in maritime affairs. Range of Activities need to be provided. (Proposals). A need to Identify essential ingredients. A proposal from austerity to development. This presentation (paper) is a motive, a proposal on how to effectively change develop and cooperate. This is a concept. This is a process that will require specification, credibility, effectiveness, management tools and !!!social understanding!!?.

Disclosure Much information derives from ongoing primary research on NATO and security issues (expertise in). But also and cooperation with other experts, colleagues, Institutes and Universities. The Presentation, does not reflect any organization or government. The opinions-proposals that are put forward solely reflect my professional/scientific career and expert opinion. This global economic crisis affects us all directly or indirectly. In effect I try to find a credible and long-lasting solution. General Estimate is that NATO should concretely re-examine its financial posture and expenditures. Not only by cutting back but rather through specification and specialization policy creation. ‘Expertise’ in services, (maritime training and ops e.g.) from countries offering expert research and validity (e.g. Agreement of Chicago Summit on Estonia, but also Lithuania on energy etc)

Understanding Policy “If NATO is to deal with global issues, while retaining its peripheral role, NATO should become a trully dominant security organizations and joint foreign political-military organization”… “this equivalently means financially as well”. “NATO members needs to specialize policy to be more effective, purely engaged in a world of action”. NATO will effectively be engaged in both cases

Stakes are high. NATO’s credibility is at stake. Member’s credibility is at stake (those with financial constraints) NATO renewed its ‘vows’. It also renewed its strategic accountability and interoperability method and procedure Now it will move on beyond. To specialization

NMIOTC Way Forward “NATO is looking to increase its policies on maritime security. For training purposes the NMIOTC, is considered now to be the first major tactical training center in NATO to be the third major training center alongside the NATO School and NATO Defense College. In the case of the NMIOTC this may mean that fiscal investment will only increase. In the framework of regional capacity building in the Southeastern Mediterranean region, the NMIOTC could stand as a focal hub. Based on the aforementioned assumptions, a feasibility study, a study for regional and collective capacity building in the long-term (keeping in mind the needs for smart defense measures to counter challenges), and a planning procedure on maritime security interests (where to invest according to strategic importance of location) may be needed.
