Virtual courses & MSDS: Due to the definition of STW being changed in the Pupil Accounting Manual, should, or will, the definition used by MSDS change to “virtual education” rather than STW? MSDS Manual Definition of STW Pg 293 Code 9229 The student is receiving instruction for three or more courses through a virtual education program.

*Virtual courses & parental consent: Do alternative ed and/or GED program students need parental consent for online courses? Both are fully virtual programs, and parents are very difficult to get paperwork from.

*Virtual courses & student schedules: How do you show a schedule for onine learning like Little Lincoln? They don’t have specific courses for K and 1st grades, only content outcomes.Can Little Lincoln be used as a course name?

*Virtual courses & cte: Can a cyber school split FTE with a resident district so a pupil can attend a CTE program?

Virtual courses - TOR: Need clarification on who should be identified as the TOR for online courses and if the TOR is the district employee vs who is teaching the class, does the TOR have to be certified in the grade level? Subject area? High Qualified?

Virtual courses - TOR: We have several students that are participating in online dual enrollment courses. The teacher of record is the college professor. Does the school have to provide a mentor and are they required to complete mentor logs?

Virtual courses - TOR: pupils go to a classroom (traditional classroom) for online instruction with each pupil taking a different course online. A TOR is taking attendance and the instructor on the other end of the online course is MVU instructor. Who should be identified as the TOR on the pupils class schedule? (MVU or TOR) If the TOR is the district employee vs who is teaching the class, does the TOR have to be certified in the grade level, subject area, HQ??

Virtual courses - TOR: Oddesyware is used throughout the U.P. What if one student wants to take French on Oddesyware for a very small district that has no staff certified for French. Are there any options that will allow the class to be offered/taken?

Virtual courses: If we start after labor day may the high school schedule seniors into virtual classes that begin before labor day so that they end by graduation (otherwise we may walk kids without grades sometimes due to a June end date for MVU)…I’m wondering if there is any issue with that for pupil accounting if we don’t technically start school until after labor day? Can a select group of seniors start prior to their school calendar? or does it not matter with Virtual Courses? Is 2-way communication logging needed?

* Virtual courses & Shared time: Can the reason for denial be that the course is not generating academic credit or does not meet grad. Requirements when the student is non-public or home school? Can these reasons for denial be used in Shared Time?

Online waiver applications: When requesting a common calendar waiver or SOC waiver through the new request system you can't really tell if the request went through. Getting a auto response with your answers would help to know your request was received and also proof to the superintendent that the request was made.

School of choice: Can you request a Superintendent's Waiver/Release for Enrollment from a District if you offered a Schools of Choice application window for that grade level, which is now closed? Or, only if you did not offer a Schools of Choice window for that grade level at all?

School of choice: For trimester schools, is the second window for Schools of Choice now changed?

Student enrollment: We just started on-line registration for our returning students. When we start it for any new students, what is the appropriate way to handle birth certificates, proof of residency, etc. Can parents upload that information and it be considered a "true" copy or do parents still need to bring in that type of documentation so we can see the originals?

Student enrollment: Looking for guidance on kindergarten students who's parents choose to bring their child half time or create their own schedule (i.e. a different schedule for each day of the week). We offer a full day kindergarten program. Can we refuse the parent request? SEPERATELY, DO WE HAVE TO ACCOMMODATE A ONE-WEEK-ON / ONE-WEEK-OFF SCHEDULE FOR A SPLIT CUSTODY STUDENT?

* Student enrollment: If a student has missed the SOC window, and the home district will not release, may the new district enroll and educate, without claiming FTE during the fall until the new SOC window opens for the second semester?

CEPI - REP: We have a teacher that has had the wrong assignment codes for 3 years starting through How can these be changed? Her effectiveness ratings do not appear due to the incorrect assignment codes. This can effect her ability to go from a provisional to a professional certificate

CEPI – Seclusion/Restraint reporting: Are we required to report all incidents of Seclusion and/or restraint now? If yes; what report should this to be reported in/with?

CEPI – TSDL: For the TSDL collection, is it possible to have the local course titles appear on the tabs, rather than "student course 1", "student course 2" etc... Without the course title it makes it hard to re-check data or fix items after a data quality ?

* CEPI – TSDL: For matching TSDL to STARR, are you expecting for both reports to have the same course ID number and course title? Currently we use the same course title, such as Speech 101. However, we use our own course ID numbers.

* CEPI – collections manual: When you change the collection details manual, can you please, in addition to the section at the front that lists changes, highlight changes in the text as MDE is doing on the Pupil Accounting manual? I does make it easier to know when a section has changes.

Workbased Education: SE pupil in Life Transition class 6 hours per day and wants to do Non-CTE workbased (non-paid) on Saturday. Is this allowable? If yes, would the SE teacher need to visit the worksite and follow all procedures in the PAM?

Workbased/CTE Education: The new PAM states A Pupil Enrolled in a Career and Technical Education (CTE) Program Supported by a Millage Pursuant to Section 690 of the Revised School Code (MCL ), the pupil shall be counted only in the pupil's district of residence. If the district has a SOC sign off on a non resident student do we have to give back the FTE to the resident district.

Workbased/CTE Education: In the Pupil Accounting Manual (PAM) under Section 5-P Workbased you have taken out a lot of information especially under Definition of Terms which had links where districts could find information or download example forms for training agreements/plans as well as links to verification of Workers' Disability and General Liability Insurance, etc.. Could you possibly have a website or link where district could check what is required when enrolling pupils under Workbased?

Days and hours: Balanced Calendar Question: Can a school year calendar start September 2017 and end August 2018? Instead of July 2017 thru June 2018 (same fiscal/school year)?

Days and hours: I have a local teacher union questioning the ability to count minutes from the bus in the am and afternoon as instructional time. I told them those minutes cannot be counted as instructional time. Please substantiate my answer.

* Days and hours: Does an ISD have to meet the same day and hour minimum as locals and PSAs do? If an ISD based program falls below 75% attendance, is there a penalty?

* calendars: Our special education Education Center has switched to a year-round/balanced calendar in They will not be in session on Fall count day, Wednesday, October 4. Their next day in session will be Monday, October 9. We have heard that special education doesn’t need to be in session to use the official count day, i.e. Wednesday, October 4. Should we use Wednesday, October 4 or Monday, October 9 as the count day?

* Emc students: Is there going to be a grid or cheat sheet for pupil accounting staff to use when calculating or factoring FTE amounts when the FTE is going to be more than 1.00 FTE. Are auditors going to have to do an aggregate audit adjustment on the final audit report for these more than 1.00 FTEs for an Early College student now?

Initial IEP: Could you please confirm that when a student transfers in from out of state that an Initial Evaluation and Initial IEP are to be completed and also reported in the general count as an Initial IEP? Admin came back from a conference stating it should not be reported as an initial if an initial has already been reported/completed for this student in the other state.

Initial IEP: A student has an initial IEP and moves out of state
Initial IEP: A student has an initial IEP and moves out of state. Student returns 10 months later, must another initial IEP be held or could the current IEP be implemented as written since Michigan criteria was used to determine eligibility in the first place? Same scenario however, student is gone 14 months and now has an overdue IEP (the state he is coming from did not hold an IEP) would this also have to be an initial IEP? This happens frequently with the same student moving back and forth.

Overdue IEP: A student moves in with an overdue IEP so the district is already out of compliance. Testing is requested so team believes they have the 30 day rule since being out of compliance already it doesn't matter if they hold the IEP right away or wait for testing to be completed. Do number of days overdue factor into this what-so-ever as far as being penalized?

* Special ed reduced schedule:
Special Ed student was put on a reduced schedule via an amendment 3/22/16. IEP states reduced schedule is for the remainder of the school year. New IEP is being held on 10/5/17. Does the IEP have to have an amendment to capture full time status for school year? Even though the reduction was for the school year only?

* Special ed transportation:
Is a ‘contracted bus’ still considered a special ed bus if it has both special ed students and members of the ublic on the bus at the same time? There has been confusion as to contracted and non-contracted bussing for Medicaid billing purposes.

* Special ed records: Could you please explain when a special ed record should be tagged as ‘placed by another district IEP’?

FERPA: If an 18 year old turns in a Power of Attorney document designating other adults to have sole access to their records, can I still give the student's parents the records if they claim this student as a dependent on their taxes?

Teacher Certification: Can a title I para (non-certified staff) pull a student out of class and work with them one on one? This would be on a regular basis (every Monday & Wednesday) and the student still be counted for a full FTE?

* Expelled students: If a student is expelled per local policy (not state- mandated), may the District count the student for a full FTE if they have a full time load of virtual courses?

* Homebound / Homebased students: What constitutes the ‘week’ for homebound and/or homebased studnets? Is it Sunday to Saturday?

Shared time: if a public school 2nd grader (full time) pupil is only allowed 2 elective courses can a shared time 2nd grader student take up to 5 elective courses if each course is no longer than the public school equivilant, or are they restricted to the same course number limitations as a full time public pupil?

* Shared time: With the new .75 cap, how will prorating be done when more than one public school is asked to provide shared time services at the same non-public school? If the public schools are in two different ISDs, can we assume the proration will be done consistently throughout the state?

* Shared time: 1. Can we offer a Math class to home school students? We will not be paid for the course, but are we breaking any laws? 2. What exactly constitutes advanced math? Algebra 2? Precalculus? 3. Can a home school student take shared time courses if they are not pursuing a diploma? For instance, they take all classes here but not Science? 4. How does a home school student undeclare them selves as home schooled? 5. Scenario: A homeschooled student takes 3 electives and a math course(algebra 1). Would we get paid for 1/2 time?

attendance: At the spring MPAAA Conference, we were told there was going to be mandatory attendance codes. What is the status of this?

* attendance: How does the 50% attendance requirement affect high schools? Do I have to have a HS student attend 3 of 6 classes in order to count them as present at school that day? Does this also change if the student counts as present for the 75% daily attendance requirement?

* Tuition rates: A district at the ohio border set a tuition rate of $1 per year for the student of an employee. Is this an acceptable practice, and will they now have to enroll any student with the $1 tuition?

* International students: How do I code F1 visa students for program participation? Are the LEP/at-risk/exchange/international/migrant?

* Reduced schedules: A student is going onto reduced schedule due to legitimate medical reasons. Does the letter from the medical office have to be signed by a physician? Would a PA suffice?

* 105c students with iep: We still have resident districts refusing to sign the cost sharing agreement, if though the educating district has agreed to pay all costs. Are students in this case still required to be returned to the resident district? What is the status of the penalty we heard about?
