Steps followed Preparation of the concept paper
ToR for steering committee Formation of steering committee; MOE, NFEC,UNESCO, Donor focal point, AIN, NGO federation, CLC representative and literacy experts ( one male and one female)

ToR for the review finalized in consultation with steering committee
Steering committee provided feedbacks and suggestions on the draft report. Various meetings, seminars and workshops were organized at different level to obtain feedbacks and suggestions from wider stakeholders

Vision : To create a fully literate, learning society whose citizens possess the skills and competences that enable then to contribute continuously towards harmonious national development by raising the quality of life of every citizen. Goal : To promote improvement in literacy levels in all young people and adults, particularly amongst women and people belonging to all marginalized groups through the provision of appropriate learning and life skills programs for young people and adults which will contribute to poverty reduction and equitable socio-economic and human development.

Objectives To provide an appropriate policy and planning framework to assist the concerned agencies to execute literacy/NFE programmes in order to achieve the quantitative targets and qualitative goals. To achieve 90% adult literacy rate by the year 2015 as reflected in the EFA Action Plan. To achieve socio-economic and human development in measurable terms through literacy, non-formal and open-learning systems. To establish a sustainable, dynamic, national, non-formal education system which supports a system of life-long learning that contributes to national development efforts. To promote innovative indigenous national literacy/NFE programmes, both in Nepali and mother-tongue, and to harness community support for these programs. To strengthen national and international partnerships for the support of literacy and non-formal education programmes. To strengthen the national capacity to plan and implement programmes at the macro and micro level. To establish operational literacy/NFE programmes specially targeted towards women and marginalized ethnic and socio-ethnic groups, particularly in remote and underserved areas of the country.

Target groups Illiterate men and women in the 15 to 45 age group.
Illiterate children between the ages of 6 and 14. Illiterate adult women to be served particularly by need-based income generation programmes.

Focused population People living in remote areas.
People belonging to the very poor group. People working in factories and industries. Disadvantaged marginalized ethnic groups. School drop-outs who have not completed primary education Those who cannot access traditional formal or non formal education, for example mothers with young children or those in prisons People with disabilities.
