How many of you worked within the framework of 40/1? How many used the 40/ in your training?

NORDIC CENTRE FOR GENDER IN MILITARY OPERATIONS Chicago Summit Declaration 2012 “Widespread sexual and gender-based violence in conflict situations, the lack of effective institutional arrangements to protect women, and the continued under-representation of women in peace processes, remain serious impediments to building sustainable peace. We remain committed to the full implementation of United Nations Security Council Resolution (UNSCR) 1325 on Women, Peace and Security and related Resolutions which are aimed at protecting and promoting women’s rights, role, and participation in preventing and ending conflict” Following the 2010 Lisbon Summit Declaration, the Heads of State and Government reaffirmed NATO’s commitment to the full implementation of UNSCR 1325.

NORDIC CENTRE FOR GENDER IN MILITARY OPERATIONS NATO Bi-Strategic Command Directive 40-1 (8 Aug 2012) Ensure implementation UNSCR 1325 and integration of gender perspective into the NATO Command Structure THE SOLID PURPOSE OF THIS DIRECTIVE IS TO ENSURE IMPLEMENTATION UNSCR 1325 AND ITS SISTER RESOLUTIONS AND CONVENTIONS CROSS CUTTING THE NATO ORGANISATION AND ITS PARTNERS’ IN THE NATO –LED OPERATIONS The directive: provides guidenance on integration Estabislhes the role of GENAD;GFA and GFP ANNEX A Obligates all nato members and partner nations Standards of behavior for own forces ANNEX B The first directive came in 2009 and the revised version, now in place, was published in on this moment new revising December this year

NORDIC CENTRE FOR GENDER IN MILITARY OPERATIONS NATO Bi-Strategic Command Directive 40-1 (8 Aug 2012) provides guidance for the integration of Resolutions, Conventions, Protocols and gender perspective into the planning and conduct of NATO-led operations It establishes and clarifies the role of Gender Advisor (GENAD) and Gender Focal Point (GFP), as the providers of specific advice and operational support on gender dimensions to the Commander and NATO personnel. North Atlantic Council endorsement of the NATO Action Plan obligates all NATO members and partner nations to commit to UNSCR 1325 and related resolutions, conventions and protocols as part of NATO's wider policy objectives of enhancing security and stability. Through the uniform implementation of this Directive, gender mainstreaming and integration of gender perspective should become routine.

NORDIC CENTRE FOR GENDER IN MILITARY OPERATIONS NATO Bi-Strategic Command Directive 40-1 (8 Aug 2012) Directive 40-1: 1. orders the implementation 2. explains how a gender perspective is to be integrated into the all the phases of the operations/mission : crosscutting 3. states the tasks and roles (GENAD, GFA and GFP. explains why are needed to ensure that gender is an integrated part of the planning of operations. GENAD positions: full-time positions require adequate training, education and experience.

NORDIC CENTRE FOR GENDER IN MILITARY OPERATIONS GENAD/GFA/GFP structure Political-Strategic Level Commander OHQ Military-Strategic Level GENAD/GFP Commander FHQ Operational Level GENAD/GFP LCC Land ACC Air MCC Mar GENAD/GFA GENAD/GFA GENAD/GFA Overview: GENAD/GFA/GFP located within level of military structure Highlight: Gender Advisors or Gender Focal Points exist within military structures NOT solely responsible for the integration of gender perspective Their work is to SUPPORT AND ADVISE the Commander or Command Group on gender perspective SUPPORT different staff functions on how to integrate gender perspective into their respective tasks and products. GENAD peacetime headquarter HQ and at strategic and operational levels: direct access Commander or the Command Group in order to underline gender perspective as a cross functional area. reports directly to the Commander and provides support to ensure that planning, execution and evaluation properly integrate a gender perspective. The GFA works with similar tasks at the operational and tactical level. The GFP is a dual-hatted position that supports the Unit Commander in implementing directives and procedures with a gender perspective. One of the tasks for the GFP is to provide education and training for NATO personnel. It is always the responsibility of the Commander to make sure that a gender perspective is properly integrated. If you consider the previous slide: think about the support part and ADL 169 who is responsible for sexual harassement: Gender Advisor? who would be dealing with any other criminal act internally in your troops? Who is responsible for equal opportunities? Gender advisor? GENAD work with gender as operational tool to increase operational effect.

NATO/EAPC Action Plan for the Implementation of the NATO/EAPC Policy on Women, Peace and Security NATO adopted The Euro-Atlantic partnership council policy on implementation 1325 followed by NATO action plans. Should you not have a copy of the NATO/EAPC Policy and Action Plan already, you may find the document in the reference list of this training package. Review the Action Plan and choose actions that are applicable to your training audience.
