8 Background: City Council Placed the Machine Shop on the City’s Local Historic Register- September 11, 2012 What does being listed on the City’s Local Historic Register Mean? VA Federally Preempted

9 Where are we today? January 8, 2013: Met with representatives from the VA The Machine Shop is being reassessed by the VA’s planning division The VA cannot give the building to the City. The Machine Shop is too costly to rebuild based on their current funding The new building would be used for a dry lab office uses. The conceptual design of the building would: Maintain the “Machine Shop” front on the water side of the building. Re-create the same roof-line. Construct an 8-10K square foot building. Parking would be located on the west side of the property behind the building. The “Butler Building” would be demolished. Construct a waterfront access to replace the Butler Building.

10 Where are we today? February 25, 2013: City sent a letter requesting additional information Reiterated the importance of the building. Reiterated that the VA is obligated to comply with the Section 106 process. Reiterated Section 110(a)(2)(B) of the NHPA which requires the VA to maintain the building in a way that considers the preservation of the resource. Identified that potential funding sources to offset costs may be available Asked the VA to follow-up with information on the status of the Machine Shop Status of the scope and timing of the project, including Section 106 Protection of the building Compliance with the SOI Standards
