2 First Year Report Guiding Policy Principles Advisory Committee
9-1-1 Funding must be predictable, stable, and dedicated only for that purpose Assessed in a competitively neutral manner on all technologies utilized to place a emergency request for assistance to a PSAP Should potentially include a traditional fee on an access line or communications device in a subscription, an amount in pre-paid wireless plan, or going forward, could be assessed on user broadband connections to an internet access network provider Advisory Committee A Local State Government Advisory Committee should be convened to focus on NG9-1-1 issues.

3 Task Develop a funding sustainment model that can be used by state and authorities to calculate their financial needs to support a transitional NG9-1-1 implementation. Enable authorities and state and local decision makers to identify current contribution sources; and Factor in other potential sources, like the network connection fees described in initial report. 7 Network Connection Fee
Four Categories of such a Fee Single Flat-Rate fee on any underlying network facility that would support any means to access 911 (e.g., voice, text, video, etc.) A separate fee for each mode of access supported. For example, an underlying facility that supports both voice and video access to would be assessed two fees. Capacity-Based fee for each voice equivalent channel that could be supported on the underlying network facility Revenue-Based Charge on the total revenue derived by the underlying network provider
