A few reminders: One person to speak at a time. No personal comments – remember, councillors are volunteers. Lawford Parish Council has no final say over outcomes. This is a fact-finding meeting - To dispel some myths and to feed into a Parish Council response to Tendring District Council (despite suggestions to the contrary, Lawford Parish Council have not made a decision on whether to support, remain neutral or object to this application). Public consultations specific to this housing development have already taken place. However, Lawford Parish Council felt an additional meeting would be advantageous in order to clarify public opinion. Any reasons for objection must be for planning reasons only. Meeting can be suspended by chairman at any time.

Powers of the Parish Council: We can give our support to, remain neutral or object to planning applications. We can make comments / observations. However, overall decision is made by Tendring District Council. Note: If a development is rejected by a District Council then approved on appeal by an inspector (based in Bristol), community benefits may be at risk.

Before we start, some information: Lawford Parish Council, along with Manningtree and Mistley Councils, are already in consultation with Tendring District Council with regard to the sustainability of the number of developments being proposed in the three parishes, and beyond (Brantham and East Bergholt). This has been in place for a while, and was already being undertaken prior to a local petition being undertaken asking for this to happen! However, legally, each application must be dealt with as a separate entity by Tendring District Council, and they are not permitted to look at these holistically. However, we will continue to have these meetings to push for infrastructure etc to be looked at.

Before we start, in addition for your information: Lawford Parish Council has made a formal objection to the proposed Long Road/Clacton Road development in Mistley, based on account of: It not being part of the emerging Local Plan. It not being identified as an area for development by TDC. It would close the green ‘wedge’ between Lawford and Mistley. A lack of assessment of need for commercial units.

We are here to discuss: Planning Application 15/00876/OUT The erection of 360 houses (including Lawford Enterprise Trust Housing), with associated garages on 22.76ha with two vehicular access points, site roads, pedestrian and cycle routes, a new primary school access with off-road pickup and drop-off parking, a community building with public access toilets, a junior camping field, village green, public open space, structural landscaping and playground.

Areas for discussion / clarification: Change from 100 to 360 houses. Types of housing proposed. Timescale. Housing Trust properties. Roads – Bridge / Roundabout at bottom of Coxs Hill. Roads – Bromley Road / Wignall Street Junction. Schools. Doctors. Shops / restaurants.
