Overall regulations. Discrimination and Accessibility Act
The Plan and Building Act CRPD DAA, prohibits discrimination against disabled people 2008, It aims to reduce barriers created by the society and prevent future barriers. The Plan and Building Act states that Universal design for accessibility is mandatory in all plans and new buildings. Both these acts are in accordance with the CRPD, which Norway ratified in 2013. This means that p ex all new public buildings, whether it is private entrepreneurs or state or municipality owning them, must be universally designed. The same goes for major rehabilitations. It is possible to sue those who does to comply with the law, p ex restaurants.

The New operahouse is accessible, inside as well as outside. Participation by organisations of disabled people. This is regulated by the Municipality but build by the state.

Municipal regulations and plans
The Common Principle of Universal Design All municipal agencies and companies will implement Universal Design by 2025 Must be integrated in guidelines for plans, agencies, and directives Costs for new buildings, transportation and ICT covered through the annual budgets Municipal Fund for existing buildings The most important fund for existing buildings is named “The Handicap Project for renewing old buildings” . The Fund has been granted 15 million n kr ( US dollar ) thorough the municipal annual budget. The annual budgets are of course a challenge ! Several programs have included universal design as an important criteria, f x: Oslo Xlarge, ( Inclusive Oslo) “Living City” (Oslo city centre without cars), Oslo, an age friendly city etc. The regulations are designed in cooperation, among others, with the council on disability in Oslo

Transportations and communications Cyclists and pedestrians Public transportations Information Planning for buildings, property and outdoor areas Building and property Outdoor areas Information and community technology. ICT Information and service for public use The city of Oslo’s intranet service Cover more or less everything. I will give a few examples. Transportation is very important, I will however not concentrate on that in my few minutes. Just say that it is a goal that transportation in Oslo should be universally designs, throughout the whole travel chain. Information, ticket sale, access, etc. There is an action plan, and it aims at having regulations for people with allergies, and prohibits certain material, wash detergents, discourage smoking at stops and may have certain areas where pets are not allowed.

The new Schandorf place
These buildings are listed by the Cultural Heritage Management Office in Oslo. When renewing the public space, it was important to “speak” with the old buildings. The project won a price for its design. Funded by the Handicap project, fund. We can see wheelchair ramps, and there are clues for the visually impaired. Cultural heritage buildings and areas poses special challenges, and the CHMO has issued pamphlets on how to implement Universal design in the best way.

Organisations of persons with disabilities
Who are the users? Organisations of persons with disabilities The Municipal Council on Disability Users of the actual entity Participate in designing plans, monitor throughout the process, sit on advisory board etc. It is important that all the different user groups are represented, as p ex vision impaired, hearing impaired, learning disabled, mobility impaired,

Old Building, new structures. All children should be able to attend without difficulties. Making kindergartens and schools accessible is one priority. All new schools are accessible and often in cooperation with disability organisations.

Community parks Before
Initiative from local neighbourhood. Private fund og municipal grants. Cooperation from the grassroots and upwards throughout the process. Notice the table, where you can access with a wheelchair. Especially fitted for children with disabilities. You can see that the toy train is lowered into the ground as is the trampoline and the sandpit.

Svarttjern, lake Also a recreation area. Before it was not used, dirty water etc. After the rehabilitation clean water for bathing accessible, accessible toys and new attractive buildings.

Solvik camping Summer is short in Norway. This is one of our campingsites, made accessible for disabled people. Access to the sea, shower and toilets.

ICT Ensure access to public services and information and ICT for as many as possible The Electronic and digital services of the City of Oslo will apply universal design principles in accordance with the law. All new installations must be accessible. Important for the citizen as well as for the employees.
