SC2 Scope
E3 Terminology, Definitions, and Best Practices
Subcommittee 2 (SC2) is responsible for developing electromagnetic environmental effects (E3) terminology and definitions for C63 ® publications, and harmonizing the use of E3 terms with U.S. military and international standardization bodies. SC2 is also responsible for developing guidelines and best practices for application of C63 ®, other commercial, and U.S. military E3 standards.

Latest C63 standards definitions (including C ) now available for viewing on IEEE Xplore with free IEEE online account.
Need inputs from ANSI to determine way ahead for C63.14 standard future publication.

Please forgive the delay in my response. I've been on travel, and was working to gather the requested information; some of which is provided below, in an update from Markus Plessel. Please review, and let me know any other questions you may have.

Update from Markus Plessel:   
The IEEE Standards Dictionary Online Phase 1 redesign was completed in September Phase 1 focused on extracting and displaying definitions directly from IEEE Standards XML content. There are some known gaps in the definitions set, since not every single standard was converted into XML. However, C is definitely included as well as other C63 Standards that have definitions:

 You can freely view the Standard Definitions by creating an IEEE Account. If you have an IEEE Account, then just sign-in first.
 For a "C63" specific listing:

IEEE Xplore also does have a topical category for "Fields, Waves & Electromagnetics". C63 Standards are listed there towards the end of the listing:

 New C63 standards, amendments and revisions will all go through the XML conversion process and the definitions will automatically be displayed within IEEE Xplore. With this workflow in place, there really won't be a need to maintain a separate database for C63 standards.
 Lastly, Phase 2 will focus on rearchitecting the IEEE Standards Dictionary Online landing page to facilitate better navigation and search through the IEEE Standards Dictionary to find the definitions.

ANSI C63 Subcommittee 2 and C63.14 and C63.28 Working Group Meetings held in Hilton Costa Mesa, CA, 8 Nov C63.14 Working Group continued discussion and investigation of potential efforts to convert ANSI C63.14, “American National Standard Dictionary of Electromagnetic Compatibility (EMC) including Electromagnetic Environmental Effects (E3),” into an online database with IEEE.
