5. Some preliminary findings & questions
Heterogeneous rules of engagement for service providers within surveyed infrastructures (procedure of inclusion, minimal requirements, monitoring of the rules, access to services and terms of use)
 can we define a minimal set or some basic principles? And is this sufficient? Can everybody comply to these rules? Can we accommodate existing rules with new EOSC rules?
 Different legal frameworks for organizing activities (AISBL, Stichting, ERICs, Collaboration Agreements, etc.)
 is this trivial, or does this reflect fundamental differences related to the nature of service providers and the way services are being provisioned within the infrastructure, including in terms of financial commitment and liabilities?

6. Which EOSC do we want?
There is a strong relationship between the kind of EOSC we want and the rules of engagement we can define to achieve this.
Is the aim of the EOSC to make all existing services discoverable or to promote a subset of them as EOSC services?
Do we want federated service management & provisioning or just a market place?
Access: do we want free services at the point of use, or do we accept restrictions?
 AAI: Do we want a federated AAI? And if so is this a requirement that each service is connected to this AAI?
Openness: Do we really want to promote Open Science & FAIR principles? And if so how shall this translates in term of RoEs?
Interoperability: Is this a pre-requisite? Do we follow the recommendations of the European Interoperability Framework for digital public services?
And finally… who defines what kind of EOSC we want?

Do the RoEs apply to the service provider as an entity (labelled as EOSC service provider) or to the specific services it wishes to deliver as part of the EOSC (labelled as EOSC service)? Or both?
Do we have different rules for different “classes” of services?
When can a service be considered as ready for inclusion in the EOSC service catalogue? How do we “retire” services?
Who set the rules that any service provider should follow?
How do we make sure that the rules are followed?  Who ensures that service providers comply with the rules and that the rules are followed?  Are the rules mandatory or just simple recommendations?
How do we reconcile the ambition of being as inclusive as possible so that a multitude of service providers can participate to the EOSC, with the necessity to ensure some coordination, consistency, and ultimately quality of the service provisioning within the EOSC?
