Mission of the Sources Committee
Identify and address issues related to the sources of air pollution Share information Help WESTAR take the lead where appropriate for achieving policy change Develop guidance documents and information The workplan provides additional details

Sources Committee Priorities for 2003-04
NSR Reform and Multi-Pollutant Bills Track and discuss issues, develop comments, training PSD Issues Discuss and resolve issues through the PSD workgroup Flash Emissions from Oil/Gas Development Establish workgroup to share information, exchange ideas, and improve technical and permitting methods

NSR Reform Training is the highest priority
Clear direction from the Board is sought on Committee activities for NSR Discuss Friday morning? Board may be asked to consider submitting comments to EPA on NSR reform from WESTAR 1st decision item: Committee members are developing comments on EPA’s proposed rules for routine maintenance, repair, and replacement

PSD Workgroup Issue paper on 107 redesignations
PSD workgroup has drafted a guidance document on the criteria for redesignations Document to be presented to EPA for discussion Increment tracking Technical Committee will sponsor a conference on increment tracking methods Cumulative impact analyses White paper on increment exceedances and AQRV adverse impacts to be prepared

Flash Emissions Issue paper on flash emissions
Workgroup to be established to address permitting and emissions issues Committee is seeking Board approval for a Fall 2003 workshop to share information and address issues Committee to track and participate in EPA’s enforcement initiative The Board discussed approaching EPA on this initiative Should the enforcement initiative be transformed into a compliance assistance and assessment initiative?
