3 Electronics Stewardship
The average American household has around 28 electronic devices. One metric ton of circuit boards can contain 40 to 800 times the amount of gold and 30 to 40 times the amount of copper mined from the same weight of ore. Source: EPA

There are currently 25 states with e-cycling laws (plus the District of Columbia). States highlighted in orange have passed some type of e-cycling legislation.

6 Regulated Entities: Retailer
Retailer- A person who owns or operates a business that sells new covered television/computer equipment by any means directly to a consumer. Retailers include online sales regardless of whether the seller has a physical presence in the state.

7 Regulated Entities: Manufacturer
Manufacturer- A person that manufactures covered television/computer equipment under a brand the person owns or is licensed to use.

8 Regulated Entities: Recycler
Recycler- A person who separates collected equipment and refurbishes that equipment for reuse, or processes equipment to be returned to use in the form of raw materials or products. Television recyclers are required to register with the TCEQ and submit a Notice of Intent to Operate a Recycling Facility with Attachment F included.

9 Retailer Responsibilities

14 Covered Computer Equipment
A desktop or notebook computer, including a computer monitor or other display device that does not contain a tuner. This includes tablets with screens four inches and larger. Computer equipment includes its accompanying keyboard and mouse if the keyboard and mouse are from the same manufacturer as the computer equipment.

15 List of Manufacturers Manufacturers must be on TRC list of manufacturers in order to sell television equipment in or into Texas. Links to manufacturers’ collection method.

20 Covered Television Equipment
The following equipment marketed to and intended for consumers: A direct view or projection television with a viewable screen of nine inches or larger whose display technology is based on cathode ray tube, plasma, liquid crystal, digital light processing, liquid crystal on silicon, silicon crystal reflective display, light-emitting diode, or similar technology; or A display device that is peripheral to a computer that contains a television tuner.

22 Program Participation
Manufacturers can participate in the program through two different options. Market Share Allocation Individually Group Plan Recycling Leadership Program (RLP) Currently all manufacturers are participating through the market share model. Unless exempted through participation in an RLP, a manufacturer is required to collect and recycle their market share allocation as well as to pay an annual fee of $2,500.

30 Report to the Legislature
Program Report on Texas Recycles Computers and Texas Recycles Televisions Linked on TRC and TRTV webpage. The programs have resulted in 216,827,951 lbs. of computers and televisions being collected as of the beginning of 2017.
