2014 Master Plan: the need for an RPI Recreation Program Needs Assessment Fiscal condition Unimplemented efforts from ‘06 Master Plan (pyramid) and RPFP ( levels) 1-Several recommendations to categorize services, including the '06 Master Plan, the 2010 RPFP and the City Manager's Work Group on Rec. Financing 2-Our financial future was uncertain, with a dedicated sales tax expiration on the horizion 3-The research for our master plan reveal several program areas where fees were seemingly not in alignment with community benefit. A key recommendation of the 2014 Master Plan-develop an RPI!

11 The National Park Service created a framework to prioritize their assets.
The Asset Priority Index (API) is an objective approach to classifying assets which allows decision-makers to reduce subjectivity. All scoring is based on a 100-point scale and uses weighted categories. Assets are then placed into “bands” and have related funding floors and ceilings. Background & Context
