Regulations to be CERN are under study by HSE, in particular for leak trays (ongoing meetings with SIG-Geneva & European firms consultants) CERN: SSI-M-2-3: Safety accessories for pressurized vessels (Edms ) C-1-0-1: Storage of hazardous chemical agents (Edms ) Safety Code E: Fire protection (Edms ) European or French: EN : Power Installations exceeding 1kV NFC 13100/200: Installations électriques à haute tension Decret : Loi sur l’eau Swiss : CFST 1825: Entreposage et manipulation de liquids inflammables SN EN : Systèmes de revêtements sur béton Others: EDMS No R. Actual environmental & fire safety situation
Environmental situation: Absence of leak trays for equipment , storage or handling Leak tray tightness uncertainty (sumps, concrete with paint or resin) Inadequate leak tray sizes: minimum 100% of largest volume or 50% of total volumes for indoor installations if >250l Vessels & piping are OK on new systems (well defined mechanical CERN) EDMS No R. Fire detection in buildings Proximity of Fire Brigade Ester or Silicone oil are classified K3 (fire point is >300°) reducing safety distances between equipments Fire protection (-): Equipment with > 1000 liters of oil are not separated by fire walls (REI 60/90) or sufficient distance (1.5m) Leak trays without auto-extinguishing systems or detection Spark detection (pressure switch) in tanks Uncovered HV cable channels EDMS No R. Leak trays inventory in installations and storage
For 256 leak trays required: 138 leak trays “missing” 75 leak trays with “insufficient capacity” 9 leak trays with “tightness uncertainty” 34 leak trays with “well adapted volume” Details in Edms EDMS No R. NOULIBOS – 31/05/2016

Audit on environmental & fire safety issues
Preliminary audit done by AKHELEC (TE-EPC recommendation) based on EN ; NFC 13100/ décret n° started on CPS systems. Recommendations for Environmental Protection : Install metallic leak trays (foldable sides) under equipment (only 2mm clearance under equipment needed) Remove old resin in concrete leak trays and cover with new resin with glass fiber layers (as PS MTE1 & AD-Elena) Platforms with false-floors above leak trays least have 1/3 of area covered by grating Details in Edms EDMS No R. Conclusions In order to reduce fire & environmental risks in oil systems & storage and preserve CERN public image, we should On short term: Perform “in depth” audit on installations and storage (external + HSE). Remove dielectric oil Diala B from installations ASAP ( still 3 systems in CPS). Continue installation of metallic leak trays (V plates?) under equipment & containers according to budget & resources availability. Apply safety rules for oil handling & transfer (workers & environment safety). On long term : Study repair of concrete leak trays: resin + glass fiber or metallic trays (V plates). Improve leak and fire detection (instrumentation sensors & switches). Study protection of valuable equipment & cables with EI90 fire resistant panels. EDMS No R. NOULIBOS – 31/05/2016
