A New Constitution provided a framework for a stronger national government

3 V-I-P Convention 12 states sent delegates to Philadelphia to discuss changes to the national government The 55 delegates of the Constitutional convention were made of Lawyers, Doctors, planters, and former members of the continental congress The Founding Fathers also included George Washington, Ben Franklin, and James Madison Thomas Jefferson and John Adams were in France and Not at the Meeting. Patrick Henry refused to attend Native Americans, African Americans, and Women were not at the meeting which would establish rights for all Americans

4 Conventional Wisdom Some people wanted to amend the Articles of Confederation, while others wanted a completely new government People began to realize a strong government was needed to truly protect all people’s rights but not strong enough to fully control the people The mission of the Convention was to create a strong, but limited, federal government Washington was voted the Unanimous leader of the Constitutional Convention Meetings would be held in private to prevent outside opinions from being persuasive

5 Meet Virginia The Virginia Plan is proposed by James Madison and Edmund Randolph and supports a strong central government with 3 branches, the legislative, executive, and judiciary branches, to run government The Virginia Plan wanted a two house legislature based on population which could levy taxes, regulate commerce, and make laws Larger States Had More power, which led smaller states to oppose the plan

6 The Jersey Shore…Compromise
The New Jersey Plan called for a one house legislature with one vote per state where the government had the power to tax and regulate commerce While Mostly the Virginia Plan was adopted the Great Compromise formed the Legislature with a Three Branch Government The Legislature would have TWO houses, a senate with one vote per state and the House of representatives based on population, and gained more power than the Articles of Confederation

7 Slave the day The South wanted slaves to count towards the population to gain votes in the house Slaves would be counted as 3/5ths a person to determine tax money and representation The North Wanted the slave trade to be banned in the United States angering the south Slavery would not be banned until 1808 to get the south to agree to the constitution Congress would promote trade and commerce in the states and agreed that Imports would be taxed but Exports would NOT be taxed

8 Finished and ready for a grade
The Framers of the Constitution wanted to make sure the power of Government remained with the people and worked to protect popular sovereignty The Framers also set up federalism to make sure that the National Government shared powers with the State Governments Under Federalism States obeyed the national Government but were given control of powers that the Federal government did not have The Constitution was Finished and approved by 39 of the 42 Delegatesa and would be sent to the states for ratification

Judicial Branch JOB Proposes and Passes Laws Checks and Balances Has the Power to override a Presidential Veto Can Impeach the President Has the power to approve presidential appointments to the Cabinet and Supreme Court JOB Makes sure Laws passed by Congress are Carried Out Checks and Balances Has the Power to Veto Laws Passed By Congress Can Call congress into session and dismiss them Has the power to appoint supreme court Justices JOB Interprets Laws, Punishes Criminals and Settles disputes between states Checks and Balances Has the Power to declare acts of the executive Branch Unconstitutional Has the Power to declare acts of the Legislative Branch Branch Unconstitutional
