NLDC Neighbourhood Learning in Deprived Communities
Section of MAES’ Community Learning funding, from Skills Funding Agency Subject to same standards as rest of our provision, including meeting Ofsted quality standards

Purpose of NLDC Subcontracted provision:
Community learning activities to enable adults to move towards sustained employment and active citizenship Engage & progress workless, low skilled Manchester residents Provide Information, Advice and Guidance about further learning, volunteering or mainstream employment services and/or getting work

What we want to commission
programmes which support learners to get back into learning and to progress to further learning and employment programmes with an emphasis on work placements or voluntary work programmes which develop sector specific and employability skills Higher or lower end of growth sectors – creative & digital, business service, financial services sectors – hospitality (hotels), retail, H&SC, engineering

Our priorities Unemployed Manchester residents with low level of skills From wards with higher level of unemployment Different from what we can offer in our direct provision and what is already available Priorities not absolutes

Quality arrangements What MAES will do
Provide monthly NLDC Quality Sessions to support providers to improve quality and develop their programmes Provide a MAES manager to be a Link Manager for each organisation Provide training on how to carry out observations of teaching and learning and how to grade these to Ofsted criteria Carry out a paired graded observation of one of your tutors Visit each project at least three times Provide training and support in self assessment

Quality arrangements What organisations need to do
Have named person responsible for quality Attend minimum of 80% of quality sessions Complete a graded observation of each tutor, including action plans for professional development Complete an initial assessment of each learner Complete an ILP for each learner, including a record of progression advice and guidance given Complete a progression and impact log for each learner Complete a self evaluation report

How the funding works £6 for each learner completing each hour of training Start up funding available Targets agreed for number of learners and volume e.g. You are planning to provide 6 x 30 hour courses and expect to enrol 10 people per course……. 30 hours x 60 people = 1,800 1,800 x £6 = £10,800 Could do exercise here

Give details of your previous performance and successes where possible Be as clear as possible about what you want to do and what evidence you have that it will be successful Be clear about the evidence you have of existing need and gap in provision

Timescale Deadline for Expression of Interest: 9th May
We will notify organisations to go through to Second Stage by 31st May Deadline for Second Stage applications: 20th June Decisions by 8th July

FAQ 1) Do tutors/lecturers have to be directly employed by the organisation? Yes, or by a consortium as second level sub-contracting is not permitted by the SFA. 2) Is there a criterion for trained tutors and do they have to be fully trained tutors? No, tutors do not have to be fully trained teachers and qualifications such as PTLLs are acceptable as is experience also. 3) Can sector specific experience count as being experience? Yes, experience for certain sectors can be more important than being a fully qualified teacher

FAQ 4) As there is £445,000 funding available and the plan is to commission no more than 10 organisations should we be applying for around £44,500? Usually MAES finds that there is a mix of contracts both small and large. MAES needs to manage risk so would be less likely to agree a large contract with a brand new organisation with no track record.

FAQ 5) Is there a limit to the amount of revenue funding a charity has? No, there is no limit to the amount of revenue funding a charity receives. The only criteria are that no organisation can receive NLDC funding above £100,000 unless the organisation is listed on the SFA Register of Training Organisations (Gateway). We can’t fund organisations if the sub-contract from MAES would take the total value of their SFA contracts over £100,000 unless they are listed on the SFA Register of Training Organisations.

FAQ 6) Do the panel consider the cost per learner?
Yes, at the Second Stage only. The panel looks at the number of guided learning hours being delivered to each individual and then considers the value for money. This could be negotiated at the second stage. There needs to be a balance between offering enough provision to an individual learner to make a real difference to them and making sure we reach overall learner number targets.
