1 ITER BERYLLIUM WORKER STATUS
ITER Beryllium Management Workshop ________ Matteo Gilardi - SHS division ___________ Cadarache, June 29th, 2017 The views and opinions expressed herein do not necessarily reflect those of the ITER Organization

2 OUTLINE Legal framework at ITER
Beryllium workers identification process Visit procedure

3 Legal Framework applicable to the IO
IO = governed by an international treaty (ITER Agreement). ITER Agreement Article 14: National laws and regulations of the Host State shall be observed by the IO in the fields of […] HEALTH AND SAFETY Use of beryllium = regulated, in particular, by the French occupational health and safety laws and regulations. IO has to observe French Laws and Regulations concerning the use of Beryllium

4 Legal Framework applicable to the IO
Chemical risk including carcinogens LABOUR CODE: Article R defines as carcinogens, mutagens or substances toxic for reproduction: Any substance or mixture classified as a category 1A or category 1B carcinogen, mutagen or toxic for reproduction per Annex 1 of EU Regulation 1272/2008 ( CLP Regulation) ; Any substance, mixture or process defined as such by joint order of the ministries in charge of labour and agriculture. Beryllium is classified as category 1B carcinogen per Annex 1 of CLP Regulation but there is no regulatory exposure limit. Exposure monitoring Reinforced medical surveillance Adapted PPEs Reporting of accidents / occupational diseases to authorities -

5 Legal Framework applicable to the IO
No occupational exposure limits from French law However IO is bound to RPRS (preliminary safety report) Submitted to NUCLEAR SAFETY AUTHORITY Authorization to operate a new nuclear facility Including risk zoning and controls, thereto Beryllium zoning and limits imposed

6 Legal Framework applicable to the IO
RPRS beryllium limits Slide 6

7 Mechanism to identify beryllium workers
Process for Identification of Beryllium Worker Involvement HR, SHS, LGA and PBSs concerned. Line management to identify workers with potential Be exposure. Job descriptions: Template modified and registered by HR

8 Mechanism to become a beryllium workers
Occupational health questionnaires updated with Be Exposure SHS to update the information Shared with OH doctor to trigger medical surveillance Yearly follow up and in case of Be exposure

9 Mechanism to become a beryllium workers
IO Be workers undergo specific training on: Health effects Legal framework Access to Be areas procedure Use of PPEs/Pas Be facilities Visit procedure

10 Beryllium workers - Training
Introduction to PPE/RPE

11 To become a beryllium worker - PROCESS
Beryllium worker certificate issued after: No restrictions after OH doctor visits Successful completion of training Records kept by SHS 2 yearly process with refresher training 1 yearly medical visits. APPLICABLE FOR VISITS ONLY AMENDED ONCE BE ON SITE

12 Visits safety procedure (https://user.iter.org/?uid=M4PVZ2 )
BACKGROUND: Different legislations applicable in DAs countries, hence different level of exposure. Applicable to IO CT staff Aim to achieve protection objectives as set by RPRS  Surface contamination less than 10 μg/m2  Airborne contamination less than 0.2 μg/m3

13 Visits safety procedure: Preparation
Questionnaire to be sent to DAs Data about: Sampling strategy and results (airborne and surface) Historical data (including any occupational illnesses) Activities during the visit PPEs / instructions provided to IO visitors Access control system Review by Section Leaders and SHS Involvement of the Occupational Doctor

14 Visits safety procedure: Preparation
To be completed by the facility RO Background in formation relating to the controls in place for beryllium management at the facility. Provision of historical data for airborne and surface contamination levels, ideally over the last 3 months and especially current levels of the facility to be visited.

15 Visit safety procedure: During the visit
Wear FFP3 respiratory protections. PAs to be carried Do not enter if Limits do not meet those requirements of the visit notice Situation is deemed too hazardous

16 Visit safety procedure: Constraints
A lot of information needed Applying sometimes higher standards than local Logistics for supplying samples to analysis lab Carrying PPE/RPE/PAS in Carry on luggage

17 FEEDBACK FROM OTHERS Visiting other facilities?
Visits enough for making up a beryllium worker? PPEs for visits?

18 Many thanks
