President’s major roles.
The Constitution holds one person the President responsible for carrying out the duties of the executive branch.

The President takes on several roles
Chief Executive Chief Diplomat Commander in Chief

Commander in Chief As Commander-in Chief the President is in charge of the military.

Chief Diplomat A government official who conducts relations with foreign governments.

Most important job of the President is to carry out the nations laws.
Article II of the Constitution gives the president the responsibility to take care that the laws are faithfully executed.

There are 100’s of executive branch agencies to oever see the laws passed by Congress.
The large network of agencies and individuals is called the federal bureaucracy.

Executive Order- a rule or command the President issues that has the force of law.
Executive orders are often although not always issued during times of crisis. During World War II President Roosevelt issued a executive order that put certain industries under government control.

According to the Constitution Only Congress can make laws.
An Executive Order gives the President an opportunity to work around this.

Appointing Officials The Constitution gives the President the Power to appoint government officials.

Officials appointed by the President
Ambassadors- official representative of a countries government. Judges, Heads of Government Agencies, Members of Cabinet, The Senate must approve of most appointments.

Ambassadors- We only send ambassadors to countries we recognize.
If a dictator grabs power illegally we are unlikely to send a representative.

Chief Diplomat The President and the executive branch have the primary responsibility to deal with other countries. As Chief Diplomat the President is the # 1 Man that deals with other countries.

As Chief Diplomate the Presidents two most important duties are
# 1 to appoint ambassadors # 2 The power to make treaties. A Treaty- is a formal agreement between two or more countries.

The Senate must approve all treaties by a 2/3 vote.
The President can bypass the treaty route with a executive agreement. Executive Agreement- an agreement between the President and the leader of another country.

Executive Agreement- executive agreements –have the force of law but do not require senate approval.

Commander in Chief Only the President can order soldiers into battle.
Congress gets the power to maintain an army and declare war . Power is split between Congress and the President when it comes to the Military.

Commander in Chief Only the President can order our soldiers to combat.

War powers Act Congress never declared war in Korea or Vietnam yet the President sent many troops to these wars. This threatened our checks and balances system.

War Powers Act 1973 Congress passed the War Powers Act in 1973 which limited the President’s authority to wage war. If the President goes to war he must immediately notify Congress.

Wars powers Act of 1973 The troops must be brought home after 60 days unless Congress approves of letting them stay longer, or declares war.
