The performance of licensed design professionals such as architects and engineers is measured by two factors.
First, the design professional is required to perform the services described in the agreement with the owner; this is a contractual standard, and if those services are not performed, the design professional can be held in breach of its contract.
However, the manner in which those services are performed is judged by the professional standard of care, which is a standard embodied in tort (negligence) law. Under this standard, the design professional is held to use the same degree of care as is ordinarily practiced by other similarly situated design professionals in that discipline.

14. Communication Between Code Officials and the Architect/Interior Designer
The Design Professional relies on all members of their team to accomplish their work. All members need to be aware of the client’s project goals and how their design work supports to support those goals.
The Code Official needs to be part of that team, so the design intent and project goals can be met.
The codes are minimum requirements and will be applied to the design of buildings of many different sizes, shapes and materials. Over time, the design process and product has changed to keep up with changing lifestyles, work processes and the desire for more dynamic spaces for all types of uses.
The Design Professional will need the expertise of the Code Official to understand the best way to apply the codes to any number of unusual designs, both interior and exterior.
