DOT includes contract with MSC for monitoring DOR includes OA Courts include judges, prosecutors, P&P, treatment This process doesn’t even include the agencies and organizations impacted by our IID program (P&P, treatment providers, law enforcement, and the client)

4 Components of Missouri’s Plan
MoDOT Missouri Safety Center Department of Revenue, DLB Courts Probation Officers Law Enforcement Highlight what the process looks like in Missouri Approval of devices (process/how long) Report follows the administrative rules and documents any problems with the installer or service center (take photos if there is a problem) On-Line Access to data logs/records of ignition interlock clients through each of the manufacturers Quality Control Plan outlines the requirements for installation sites, service centers and technicians who install and/or service IID. The plan must be submitted annually and contain some of the following information Technicians cannot have two or more alcohol-related enforcement contacts Operating as a business meeting all federal, state and local government regulations Process for ongoing supervision Outline suspension/revocation procedures if they have a problem

6 Submission of Breath Samples
Users provide startup sample Within 5 minutes after startup a second sample will be requested Rolling retest every 30 minutes thereafter Users have 5 to 6 minutes to provide a retest sample

Each device has built in anti-circumvention protocols Unique breath patterns Exhale, hum, exhale Exhale, suck back, exhale No hum Monitor breath temperature

Ask the driver to turn off the vehicle for a MINIMUM of 3 minutes then have the driver restart the vehicle. 3 minute stall feature Ask questions Cord should be secured soundly under the knee bolster Have them hand the device handset to you Tug gently to make sure its attached

14 Traffic Stops with IIDs
Observe the subject when they provide the breath sample When properly installed, the device display will light up when requesting a sample If handset does not animate, then device may be circumvented Camera should be pointed in logical direction with an un-obscured view

15 Mouth Alcohol vs. Breath Alcohol
Rate of alcohol metabolization: Averages .015 per hour May be higher or lower depending on the individual Mouth Alcohol will quickly dissipate Breath Alcohol will follow a distinct curve

Can see the BAC slowly falling each time a test was taken. Took 7 hours to get from .105 to a .000
