Why International Standardization?
IEEE-SA encourages cooperation with international standardization:
Enables a healthy blend of technical, national, regional, and international standards
Example of strong effort by IEC to follow new positions of the WTO/TBT activity: openness, transparency, due process, coherence, market relevance, etc.
Sends a strong and clear message to industry that the major technical standards developing organizations aim to cooperate toward one standard in the world wherever possible
From a market and trade perspective, symbolizes a loosening of real and perceived barriers.
Informs those countries and regions who are not strong players in the world marketplace that their route to international standardization has more paths than were previously available.

Mechanisms for Cooperation on Standards
Submit IEEE standard for “fast-track” ballot in ISO, IEC or JTC 1
Single six-month ballot with comments permitted. Requires 75% for approval. Changes resulting from comments are negotiated.
IEC Dual Logo agreement
A special accelerated balloting procedure in IEC
IEEE adoption
Relevant rules from both ISO/IEC and from IEEE
Typically, direct ballot with no working group
Normal process for balloting, recirculation, etc
Two choices for critical comments:
Send to originator for future consideration
Incorporate “exceptions” into front matter or annexes of IEEE version

Typically results in publication by both parties of a single manuscript in a shared format
In all cases, separate business agreements cover publication formats, exploitation rights, royalty sharing, etc.

IEC Dual Logo Process
Approved IEEE Standards are eligible for submission
Documents Submitted to the IEC Standardization Management Board (SMB) for Question of Principle (QP) ballot
If SMB QP ballot passes, the appropriate IEC TC reviews document.
2 month FDIS ballot is conducted. No revisions can be made.
Both organizations agree on the designation
Entire process takes about six months
IEC national members will have the same rights regarding adoptions as with other IEC standards.

Typically SC 7 supplies WG convener, IEEE CS supplies project editor.
The idea is to conduct corresponding steps concurrently.
All comments are resolved by the ISO working group. (No IEEE working group is used.)
Both organizations reach consensus via their own processes.
Both organizations publish roughly simultaneously.
