3 Origin and main objectives of the ILO/EU Project (INT/09/06/EEC)
Began in November 2009 and runs through December 2012 Is managed jointly by the ILO and the EC Aims to assist the three pilot countries (Burkina Faso, Cambodia and Honduras) in the development of integrated social protection and employment policies Supports the achievement of MDG goal on poverty reduction, is in line with the European Consensus on Development (2005), with the EU commitment to decent work for all, and with the 2008 ILO Declaration on Social Justice

4 Main Objective and Expected Results
“Promote an integrated social protection and employment policy on the basis of national consensus” 1. A diagnostic on Social Protection and Employment elaborated and validated with the Social Partners 2. A coordinated National Policy on Social Protection and Employment proposed 4. Experiences and lessons accumulated by the project disseminated at national and international level 3. Diagnostic Tools developed and knowledge transferred to the national partners

10 Conceptual Linkages Between SP/EMP
Normative Approach: Four Dimensions of Decent Work include productive employment and social protection; Historical developments, where a number of “industrialization strategies” of the 1950s-70s have not generated enough decent employment with social protection; Virtuous circle (“Bachelet Report”).

12 Linkages in Policy Formulation and Implementation SP/EMP
Strategic Level SP/EMP to be included in Strategic National Plans Strategic Plans provide guidance for policy-makers and implementation agencies Policy Formulation Level Coordination platform of ministries and agencies needed SP and EMP policies designed according to Strategic Plans Operational Level Link the implementing agencies on the ground (in regions, districts) Matricial pattern (vertical and horizontal coordination of agencies)

13 Project Results - Synthesis
Progress done in stimulating coherent EMP/SP policies in the three countries; Support to place key issues of SP and EMP policies on the agenda of the three countries; Support to fill gaps regarding national policy documents; Human resources trained; Social dialogue stimulated; Need for coordination mechanisms. There is a universal right, but not a universal solution. Each country has had its own approaches and experiences.

14 The way ahead? Including and linking SP/EMP in strategic documents and in policy formulation; Continue institution building; Support social dialogue improvements; Discuss financing of SP/EMP policies in low and medium low income countries; Support “rights-based” approaches.
