Motivation for Energy Consumption Model
Requirements such as “20 year battery life” have no meaning other than to provide motivation for lower energy consumption. Energy consumption is highly dependent on physical implementation both hardware and software. It is dependent on the assumptions made by the proposer. A common platform energy model can be used to evaluate proposal for both phy and mac just as a channel model can be used to evaluate phy/mac performance and reliability. An Energy consumption model may not accurately reflect optimizations a particular designer might make but can provide a common language and allow us to communicate with one another better and to evaluate proposals better.

What is needed Agreement on appropriate complexity for metric.
Agreement on what operating parameters should be fixed, what can be adjusted by the proposer. How the model should be used. How assumptions are communicated.
