On-site ESA point of contact Delivery plan signed off by property manager Clearly established measures agreement Time of day start and stop; housekeeping -where to parking vans Pre-notice all tenants Recycle plan for disposal of replaced measures Post evaluation

Bottom Up Approach ESA contractor identifies deed restricted property in natural course of outreach to eligible ESA customers Contractor sets up a process to serve in unit low income customers using best practices In addition identifies opportunities for common measures Simple common measures; exterior lighting, small HVAC shared systems; water measures Works with property owners and IOU for more complex measures

Reduces start up time – redesigning a new complex system Vast coverage- the scope of diverse multi-family deed-restricted units would be served, small, large, rural. Leverages ESA contactors that are already Energy Upgrade contractors as well as LIWP contractors.
