Terms of Reference for LPDs

2 Introduction The main purpose of the programme is to enhance internal capacity to address the legal framework pertaining to road safety. The specific roles of the LDPs is to learn, analyze and be part of various process that will increase the value of the processes in terms of knowledge, skills and a clear understanding of the international minimum standards on road safety In order to do this, the programme entails to undertake a number of things, of which at the end the measurement of the success of the programme will be based upon

3 Participation in high level seminars
The role of the LDPs is part of a larger framework to address the various angles regarding road safety. This being the case, there will be and have been high level seminars to either discuss the legal framework, policy, practice or minimum standards regarding road safety. The LDPs are expected to be an important part of this process. It is expected that their role will also be to influence policy and legislative decisions regarding road safety in Tanzania

4 Production of and appraisal process for the articles
The goal of this role is to ensure a sustainable mechanism of keeping information regarding road safety and ensuring that the information is used to contribute to discussions regarding road safety LDPs are expected to author or co author at least two articles during the term of the project. These articles will contribute to the body of knowledge regarding road safety in Tanzania. The articles can cover the legal aspects of road safety broadly or they can cover specific legal issues in Tanzania… The appraisal process for the articles has not been agreed on, but a panel of reviewers, mentors, commentators and editors will be appointed. The LDPs will be notified in due course.

5 Preparation of legal briefs
Each LDP will be expected to at least prepare one legal brief based on the current legal reforms on road safety The Briefs will be reviewed and shared with other partners/key stakeholders for their inputs before they are finalized

6 Development of and updating of summaries of legislation and regulations
LDPs will be required to develop and update summaries of legislation and regulations on road safety that are undergoing amendments The purpose of the summaries is to inform users of the legislation to understand the most current content of the law regarding road safety

7 Participate in self-paced courses or webinars on injury prevention or road safety
The LDPs are expected to participate in self paced courses…a list of available courses will be made available The goal of the courses are to build the capacities of LDPs to contribute to all these other processes

8 Supporting advocacy by civil society organizations to improve road safety laws or regulations
LDPs are expected to attach themselves to CSOS working on advocacy work regarding road safety. Their role is mainly to provide the legal input, share the ongoing legal reforms on road safety nationally and international and provide guidance on minimum safety rules, procedures and standards to advocate for

9 Key Indicators for Achievement of the Programme
Measuring the level of participation and quality of the LDP contribution into national processes/high level meetings Level of new knowledge and skills acquired during the duration of the project (Webnars etc) Products produced including articles and briefs Valuable contributions in CSO work

10 Key Indicators a database that provides brief information about each of the fellows and what they have been able to accomplish during the term of the project will be developed
