Funding The U.S. Project is funded by both DOE and NSF
Construction funding is ~133M DOE / $75M NSF The total funding supports a scope ~ commensurate with the US participation in CMS i.e. the US is ~ 30% of CMS, and will pay ~30% of the scope of the CMS HL-LHC upgrade Our contribution is worked out (iteratively) by maximizing: CMS upgrade needs The interests and experience of the US CMS community The NSF and DOE scopes are (largely) separated This was a requirement for the MREFC process (see below) The DOE funding process follows the “normal” route for large projects Differs from the current (Phase 1) CMS upgrades in size – means additional Independent Cost Reviews before each CD step For the NSF, we (along with US ATLAS) will be pursuing a new (for HEP) form of funding The total we are proposing is $150M, split evenly between USCMS / USATLAS This has to go through the NSF MREFC panel and the National Science Board Note: we have successfully passed the “Conceptual Design” phase and have gotten the official go-ahead to proceed to the Preliminary Design Review Preliminary Design Review / Final Design Review will be in late 2017 / late 2019 respectively – both of these steps have to be signed off on by the NSB The earliest we can expect project construction funding is in FY2020 Vivian O’Dell CMS HL-LHC Upgrades 1/19/2016

U.S. CMS Project Review Schedule
For the DOE, we are planning for the following dates ✔ CD-0: April 13, 2016 Lab review October/November leading to… ICR (Independent Cost Review): Feb – Jun 2017 (Also DOE/NSF Operations Program Review: January hosted by ATLAS. Only overlaps with Phase 2) Director’s review ~ May leading to: CD-1: June/July 2017 CD-3a: mid-CY2018 (allows buying long lead-time items) May ask for CD-3a for e.g. buying silicon for Outer Tracker – still firming up the schedule for this. CD-2 / CD-3: early - mid CY2019 (but before May 1 ish) This allows DOE $$ for the construction project in (late) FY19 For the NSF ✔ CDR passed (Delta review): April 19 ✔ July review of new CA for operations (contains Phase 2 R&D): July 14-15 Director’s review ~ September/October, leading to… PDR: Q4 CY17 (This is like a DOE CD-2 “lite” i.e. no EVMS) FDR: (when the $$ flow) Q4 CY19 (i.e. FY20) CMS Upgrade PMG 20 September 2016

Note that for 2016, we got about $3M from the Operations Program for DOE scope For 2017, we can plan on only $1.5M from Operations, $2.5M additional new money (OPC) => $4M CMS Upgrade PMG 20 September 2016

U.S. CMS R&D Project Funding: NSF
Note that for 2016, there is a $1M supplement for NSF R&D / Project Planning The new CA for operations starts in FY17: This includes specific funding amounts for R&D Construction start is assumed to be in 2020 Note that the Operations Program part of the budget decreases in FY17/FY18 but increases after FY19 Actually project funds will come from an MREFC, with project funding starting in 2020. Total MREFC funds for USCMS HL-LHC project is $75M We have presented a plan (at the NSF Conceptual Design Review) with a budget of ~$50M + $25M contingency We are now in the process of working out a bottom-up cost and schedule CMS Upgrade PMG 20 September 2016

Now preparing for Independent Cost Review
Conducted by the DOE PMOA Covers cost and schedule i.e. complete BOEs / P6 / contingency / risk Iterative process culminated by a site visit – drill down exercise Similar to the NSF CDR drill down In fact, Ivan Graff who led the NSF CDR review will be back at DOE, at PMOA. The NSF level of drill down is what we should expect! We are planning to start the process in Jan/Feb, site visit ~ May/June? Must be completed before the “Independent Project Review” (CD-1) in ~July This workshop is a checkpoint as to where we are, but not a formal review We are clearly not ready to trigger the FNAL OPSS review that will preceed the ICR We would like to get “course corrections” and feedback in order to move towards final BOEs / P6 project implementation We do not yet have a final roll-up from our bottom-up estimate – our last full rollup was done before the NSF CDR The single largest part of the project for NSF is the FPIX (~$40M) For the DOE, it is the Outer Tracker (~$50M) and the Endcap calo (~$40M) CMS Upgrade PMG 20 September 2016
