5 Plastic generation and collection system
Manufactures manufacture the plastic raw material which is used by the producers to manufacture plastic bags or plastic wrappers where they wrap the commodities of brand owners Producers, Importers and Brand Owners have primary responsibility for collection. They need to establish a system for collecting back the plastic waste generated due to their products and give it to the PCB PCB and PCC shall be the authority for enforcement of the provisions of these rules relating to registration, manufacture of plastic products and multilayered packaging, processing and disposal of plastic wastes

6 Producers Apply within three months to PCB for registration
Within six moths producers shall work out modalities for waste collection system based on EPR and involving State UDD, either individually or collectively, through their own distribution channel or through local body No producer shall manufacture or use any plastic or multilayered packaging without registration after six months Maintain a record of details of the persons engaged in supply of plastic used as raw material to manufacture plastic bags or multilayered packaging The PCB shall not renew registration of producer unless the producer possesses an action plan endorsed by the Secretary of UD for setting of PWM system

7 Brand owner State government
The Brand Owners whose consent has been renewed (from PCB for collecting back the products) before the notification of these rules shall submit such plan within one year from the date of notification of these rules and implement within two years. State government The State government or the union Territory shall, for effective monitoring of implementation of these rules, constitute a State Level Advisory Committee that meats at least every six months.

8 Local body The local body has to set up a system for plastic waste management and shall seek assistance of producers. Such system shall be set up within one year The local body has to frame bye-laws incorporating the provisions of these rules The local body has to make sure that retailers and street vendors registrate and pay at least 4000 RP a month if they want to sell plastic carry-bags or plastic wrapped products

9 Manufacturer - Nobody is allowed to manufacture plastic carry bags or multilayered packaging without having obtained registration by PCB No manufacturing of non-recycable multilayered plastics at all after two years

10 Labelling Information on every bag/multilayered packaging (in English): Name, registration number of the manufacturer and thickness in case of carry bag. Carry bags shall not be less than fifty microns in thickness Name and registration number of the manufacturer in case of multilayered packaging Name and certificate number in case of carry bags made from biodegradable plastic

11 Retailers and street vendors
Retailers or street vendors are not allowed sell commodities to consumer in carry bags or plastic sheet or multilayered packaging which are not labeled. If they do, they have to pay fines (written in bye-laws) The shopkeepers and street vendors willing to provide plastic carry bags shall register with local body and have to pay at least 4000 Rs a month The registered shop keepers shall display at prominent place that plastic carry bags are given on payment and shall only give them out on payment

12 Annual Reports 30th April: Every person engaged in downcycling or processing of plastic waste Local body 30th June: Local body Secretary of UDD 31st July: PCB/PCC CPCB Report about implementation of the rules 31st August: CPCB Central Government - Report about use and management of plastic waste
